SHLC CONSTITUTED FOR CM’s TECHNOLOGY HUBadmin April 08 2026

The Department for Information Technology and Communication, Nagaland has informed that in the interest of public service, the Governor or Nagaland has constituted a State High Level Committee (SHLC) for the Chief Minister's Technology Hub (CM Hub) in the State. The CM Hub will serve as a high-level platform under the Chief Minister, Nagaland, to drive adoption and innovation in Information Technology, electronics and new age niche technologies in the State.

The Committee will have the following as members:

1. Chief Minister : Chairman

2. Advisor, IT&C : Deputy Chairman

3. Advisor to Chief Minister : Member

4. Chief Secretary : Member

5. Commissioner & Secretary, IT&C : Member

6. Public Relations Officer to the Chief Minister : Member

7. Co-opted member of the Chairman : Member

8. Commissioner & Secretary to the Chief Minister : Member

Terms of reference of the State High Level Committee (SHLC):

The SHLC will serve as the policy apex and strategic oversight body;
Formulate and recommend policies related to IT and emerging technologies;
Identify, prioritize and conceptualize niche technology projects and initiatives;
Source and pursue funding from Government of India schemes, grants and other external sources;
Facilitate inter-departmental coordination for technology-driven projects;
Monitor progress of projects with periodic reporting to the Governing Body;
Provide advisory and expert inputs on technology adoption and innovation;
The SHLC members shall meet quarterly to review strategy, policy decisions and project status of the CM Hub;
The Program Management Unit (PMU) shall be set up comprising of a team of consultants with domain experts in Information Technology, electronics, new and niche technologies, etc, and technical teams from the Department of Information, Technology & Communication, Nagaland;
The PMU shall operate under the administrative supervision of the Department of IT&C and will report monthly to the Governing Body with detailed progress and risk reports.

The Department of Information Technology & Communication shall be the Nodal Department and the sole executing and monitoring agency for the Chief Minister's Technology Hub in Nagaland and there shall be no separate salary or honorarium for being Member/ Co-opted Member of the Committee. The provisions laid down in the Nagaland Rules of Executive Business 2020 shall be complied with.

The Deputy Commissioner of Chumoukedima, Polan John, has informed all concerned that 9th of April, 2026, polling day for the General Election to the Legislative Assembly of Assam, will be observed as a paid holiday.
The order has been issued in accordance with Section 135B of the Representation of the People Act, 1951, to facilitate eligible voters to exercise their franchise. The paid holiday will be applicable to all persons who are registered voters in Assembly Constituencies of Assam and are employed in any business, trade, industrial undertaking, or other establishments and shops within Nagaland, including those working on shift basis, daily wage, or casual employment.
However, the notification clarified that the provision will not apply to electors whose absence from duty may cause danger or substantial loss in respect of the employment in which they are engaged.
All employers have been directed to ensure compliance with the order to enable voters to participate in the democratic process.

The office of the Superintendent of Police, Wokha, has issued a notification enforcing mandatory provisions under Sections 6, 8, 9, and 10 of the Immigration & Foreigners Act, 2025. The order directs strict adherence to registration and reporting requirements for foreigners arriving in the district, with the SP office designated as the Registration Office.
According to the notification, all foreigners must register with the Foreigner Registration Officer upon arrival in the district. Keepers of accommodation are required to submit prescribed information regarding foreign guests, while universities, educational institutions, and other admitting bodies must furnish details of foreign students. Hospitals, nursing homes, and medical institutions providing medical or lodging facilities are also mandated to report information about foreigners in the prescribed manner.
Accommodation owners are specifically directed to submit Form-III (Form-C) within 24 hours of check-in, with mandatory reporting upon check-out. The process is to be completed digitally via the e-FRRO system, though physical forms may be submitted if online services are unavailable.
The SP office emphasized that these measures are being enforced in the interest of public order, security, and compliance with national regulations.
All stakeholders, including accommodation providers, institutions, and medical facilities, have been urged to strictly follow the provisions without exception.

A formal retirement ceremony was held at SCERT Kohima, to honour Director SCERT, Kevirale-u Kerhuo in recognition of her dedicated service and outstanding contributions. She retired on 31st March2026 after 33 years of exemplary leadership.
The event was attended by Kevileno Angami, Commissioner & Secretary to the Government of Nagaland, L. Jamithung Lotha, IAS, Mission Director, Samagra Shiksha, Officials from Samagra Shiksha, Rangumbuing Nsarangbe, Chairperson, Nagaland Board of School Education, Officers from the Department of School Education, Principals of various District Institute of Education and Training (DIETs), Office bearers of All Nagaland DIET Faculty Association, distinguished guests, well wishers and all the staff members of SCERT, Nagaland.
During the programme, various speakers highlighted the outgoing Director's vision, commitment, and significant achievements that greatly contributed to the growth and success of the institution. Under her leadership, the department witnessed notable progress in various areas, including academic excellence, teacher education and infrastructure development.
The outgoing Director's ability to inspire teamwork and maintain a positive work environment was deeply appreciated by colleagues and staff.
In her farewell speech, Kevirale-u Kerhuo expressed gratitude to the entire team for their support and cooperation throughout the years. She also encouraged everyone to continue working with dedication and integrity for the betterment of the department.
The program concluded with the presentation of mementos and a token of appreciation as a mark of respect and gratitude for her invaluable service.

Deputy Commissioner Tseminyu. Japheth Woch, NCS has notified that certain individuals/groups in the district are engaging in illegal money lending without a license from the concerned authority under the Nagaland Money Lender Act 2005.
The DC directed all residents that operating money lending without a valid license is prohibited under the Nagaland Money Lender Act 2005. Those found indulging without a license or violating license terms shall be punished with imprisonment up to 6 months or fine up to Rs.2500 or both.

The Department of Food & Civil Supplies, Government of Nagaland through a press note issued on 26th March 2026 has assured the general public that there is no shortage of LPG (domestic and commercial) or other Petroleum products in the State at present. It stated that Adequate stocks are being maintained by the Oil Marketing Companies, and supply lines continue to function normally.
In view of certain unverified information and rumour circulating in some quarters regarding possible shortages, the Department strongly urges all citizens not to panic or resort to unnecessary hoarding of LPG cylinders or fuel. As such practices may disrupt the smooth and equitable distribution system and cause inconvenience to others.
The public has been advised to rely only on official communications issued by the Government and not to believe or spread unverified messages through social media or other informal channels, as rumours could lead to unwarranted panic and adversely affect public order.
All Deputy Commissioners and concerned authorities have been directed to closely monitor the situation in their respective districts to ensure:
a. Uninterrupted supply and distribution
b. Prevention of hoarding and black marketing
c. Strict adherence to prescribed prices
The Department has reassured the public that sufficient stock levels are available and emphasized that there is no cause for concern. Citizens are requested to cooperate with the authorities and maintain calm.

Election Commission of India (ECI) announced the schedule for the General Election to Legislative Assemblies of Assam, Kerala, Puducherry, Tamil Nadu and West Bengal and bye-elections in 6 states on March 15,2026.

In order to ensure a fair campaign environment no political party, candidate, organization or person shall publish any advertisement in the print media on the poll day and one day prior to the poll day, unless the contents are pre-certified by the Media Certification and Monitoring Committee (MCMC) at the State/ District leve1.

Individuals or contesting candidates can apply for certification of advertisements with District MCMC. All registered political parties headquartered in a State/UT can apply for certification of such advertisements with the State Level MCMC.

Accordingly, pre-certification of ads in poll-bound states/UT are necessary as per the schedule given below:

Applicants seeking pre-certification for political advertisements in print media must apply to the MCMC not later than two days prior to the proposed date of publication of the advertisement.

To facilitate timely pre-certification, MCMC at the State/District levels have been activated to examine and pre-certify such advertisements, and ensure decisions are made expeditiously.

MCMCs shall also keep a strict vigil on suspected cases of paid news in the media and take suitable action.

DPDB MEETING HELD IN ZUNHEBOTO; DEVELOPMENT INITIATIVES AND PROPOSALS DISCUSSEDadmin April 07 2026

The District Planning and Development Board (DPDB) meeting for the month of April was held at the Conference Hall, Deputy Commissioner’s Office, Zunheboto, on April 6, 2025. The meeting was chaired by DPDB Vice Chairperson and Deputy Commissioner of Zunheboto, Dharam Raj, IAS.
Addressing the board members, the Deputy Commissioner stated that this would be his last meeting as DC and Vice Chairperson of Zunheboto, as he has been transferred to Tuensang district. He also reviewed previous agendas, including the registration of societies under the Societies Registration Act, 1860.
The proposal for Sumi Baptist Akukuhou Kuqhakulu (SBAK) Aizuto was approved and forwarded. Another proposal regarding the establishment of a new Sub-District Industries and Commerce Center (SIDC) at Suruhuto was also discussed. Er N. Toky Chishi, GM, DIC Zunheboto, emphasized the importance of proper consultation with the concerned department before placing such proposals before the board, highlighting the need for careful site selection, feasibility assessment, and manpower planning.
The Deputy Commissioner also stressed that proposals should follow proper channels and procedures before being submitted to the board.
During the meeting, discussions highlighted the need to further strengthen the role of the DPDB as a planning and coordination body, with emphasis on improving participation and ensuring comprehensive deliberation on development-related matters.
Despite these concerns, the DC appreciated the initiatives of the District Forest Office, particularly the “1st Satoi Connect: Connecting Forest, Community & Conservation” eco-tourism initiative organized by the Zunheboto Forest Division from March 26 to 28, 2026.
Obed Bohovi Swu, SFS, Divisional Forest Officer, highlighted the positive developments in the district. He elaborated that the initiative began during Wildlife Week on October 7, 2025, with the aim of promoting livelihoods through biodiversity conservation.
He noted that the Satoi range represents a unique virgin forest patch and acknowledged the support extended by the local MLA and Minister for Roads and Bridges, G. Kaito Aye. Although participation was initially capped at 150, 81 participants attended due to accessibility challenges. Travel time to Satoi takes approximately five hours from Kohima and an additional two hours from Dimapur.
Participants included representatives from organizations, media houses, students, and experts. He added that there are plans to organize the event annually.
Swu also highlighted the launch of Community Social Responsibility (ComSR), describing it as a model encouraging collective responsibility among community members for social welfare, environmental conservation, and infrastructure development.
Reflecting on his tenure, the DC noted that during his 11 months in Zunheboto, he initiated key programmes such as the adoption of a Model Village and an internship programme for college students.
Dr. R Bendangtemjen, Principal of Zunheboto Government College, acknowledged the DPDB and stated that participation has improved, with the number of departments involved in the Internship Programme increasing from 4–5 in 2025 to more than 12 departments at present.
The meeting also reviewed education-related matters. The Deputy Commissioner emphasized the need for improving awareness and outreach regarding student facilities, including residential hostels, and directed that proper advertisement be carried out through print media for wider dissemination of information.
He further underscored the importance of improving basic infrastructure and strengthening the overall functioning of institutions in the district.
Earlier, the District Education Office presented a PowerPoint during the meeting, highlighting ongoing programmes and areas for improvement.

The Department of Information and Public Relations (DIPR) observed Mission Karmayogi – Sadhana Saptah 2026 with a brief programme held on 7th April 2026 at the DIPR Conference Hall, Kohima.
Outlining the aims and objectives of Mission Karmayogi. MDO Leader, DIPR, highlighted the range of courses available at the iGot portal and encouraged staff across various sections to participate in programmes relevant to their roles for enhanced professional development. Emphasising the importance of continuous learning, the MDO noted that as a vital link between the Government and the public, the department must consistently upgrade its capabilities. Participation in training programmes on the iGOT Karmayogi platform, would help officers and staff improve their knowledge, efficiency and overall service delivery, the MDO stated.
Mission Karmayogi is the Government of India’s flagship National Programme for Civil Services Capacity Building, designed to transform the civil services into a future-ready and citizen-centric workforce. The initiative aims to shift governance from a rule-based system to a role-based, competency-driven framework, aligning individual learning with organisational goals and national priorities. It focuses on continuous capacity building through digital learning, enabling civil servants to develop the knowledge, skills, and competencies needed for effective, accountable, and responsive public service.
Sadhana Saptah 2026, being observed from 2 to 8 April 2026 under Mission Karmayogi, is a focused initiative to strengthen capacity building across the Government of India. The programme promotes continuous learning, reflection, and the practical application of knowledge in day-to-day governance. It brings together Ministries, Departments, Organisations, and States/Union Territories in a collaborative effort to foster a culture of learning and development.
As part of the initiative, government employees are encouraged to dedicate at least four hours to learning through courses, thematic webinars and other educational activities, contributing to the creation of a more efficient, responsive and future-ready civil service.
