The DC & Chairman DDMA, Noklak chaired the emergency meeting of the District Disaster Management Authority, Noklak on 22^nd July 2026 at DC’s office chamber, Noklak. The DC welcomed all the members present and briefed on the disaster situation in the District. He requested the line department to update on the situation and stressed on the importance of coordination and public safety.

After deliberation on the status of the district, the following agendas were discussed and resolved during the meeting:

Discussing on Noklak - Chandang Saddle Road, the EE PWD(R&B) and Contractors/Site incharge highlighted the damage of multiple culverts, retaining wall and landslide across the stretch. The house discussed the importance of immediate restoration as the road is the only lifeline connecting district Headquarter and decided to request the concerned authority for immediate necessary action.

While on Noklak - Pangsha road, EAC Sadar apprised the house for restoration of Culvert at Shimong River to avoid further damage to road by flowing river. EE PWD (R&B), Noklak was entrusted to look into the matter. Action to be taken by EE PWD.

In regards to Medical Storage, the CMO, Dist. Hospital, Noklak reported on shortage of essential stock and requested a vehicle for transportation of essential drugs from Kohima, the house decided to requisition Mini trucks from Asst. Commandant of VG, Noklak. Action to be taken by CMO, DH, Noklak.

For supply of essential commodities, the present availability of commodities in the market was reported by F&CS Noklak. The Deputy Commissioner requested the department to further keep track on the availability of stock especially during monsoon. Action to be taken by F&CS, Noklak.

Regarding relief materials, the house discussed the importance of relief materials in stock for emergencies and decided to request NSDMA to provide Relief materials. Action to be taken by DDMA Noklak.

On Lein River Bridge, EE PWD (R&B) Noklak informed the house that the Bridge was severely damaged by flash flood, and needs urgent restoration. It is the only road connecting villages from the Panso area to the district headquarter. The house decided to carry out immediate restoration. Action to be taken by EE PWD & DDMA Noklak.

Principal Secretary & Development Commissioner, Y. Kikheto Sema, IAS chaired a review meeting with various departments to assess the progress of projects being implemented under the Ministry of Development of North Eastern Region (MDoNER) at the Development Commissioner’s Conference Room, Nagaland Civil Secretariat, Kohima, on 22th July 2026.

Reviewing the status of the projects, Sema observed that despite Nagaland receiving a considerable number of projects and substantial financial assistance from MDoNER and the NEC, the overall implementation and outcomes have not been satisfactory. He noted that many projects have been delayed without valid reasons, resulting in cost overruns and preventing the timely delivery of benefits to the public. He added that the funding agencies have also expressed concern over the implementation performance of several departments.

Sema informed the departments that the State Government would strengthen its focus on achieving the Sustainable Development Goals (SDGs) and called for collective efforts to improve Nagaland’s performance on SDG indicators. He observed that while some districts have shown encouraging progress, disparities remain and departments must align their planning and implementation with measurable development priorities to bridge critical gaps and improve people’s quality of life.

The Development Commissioner further observed that although the Government of India had released funds for several projects, many departments had failed to utilise them promptly and continued to receive reminders to draw and utilise funds available in the Central Nodal Account (CNA). He cautioned that unless departments improve project implementation, fully utilise released funds and submit Utilisation Certificates (UCs) and project completion reports on time, the State’s prospects of securing approval for new projects could be adversely affected, as MDoNER and the NEC consider the implementation status of ongoing projects while appraising fresh proposals.

Expressing concern over delays in project planning, Sema noted that despite the Planning & Transformation Department circulating the Calendar of Action for 2026-27, many departments had failed to submit their proposals within the prescribed timelines. He directed all departments to strictly adhere to the calendar and avoid the recurring financial year end syndrome.

Emphasising the importance of advance planning, he instructed departments to complete preparatory activities, including preparation of estimates, obtaining statutory approvals and completing the tendering process during the monsoon season so that works can commence immediately with the onset of the working season. He said this would help eliminate recurring implementation delays and ensure efficient utilisation of the working season.

Highlighting the consequences of poor implementation, Sema revealed Nagaland Government refunded about 32 crs to the Government of India in recent years due to delays, non-utilisation of funds and lapses in project execution. Describing the refunds as a serious loss to the State, he said such instances should not be repeated.

Stressing the need for accountability, the Development Commissioner said the State Government may be compelled to initiate stringent action against defaulting departments, contractors and firms responsible for delays and poor execution. He stated that erring departments would be held accountable, while contractors repeatedly failing to complete projects within the approved timelines and prescribed specifications could face blacklisting.

Sema also stressed the importance of documenting and publicising departmental achievements. He directed all departments to regularly upload information on their activities, milestones and successful projects on their official websites, dashboards and ministry portals, or submit them to the Planning & Transformation Department for wider dissemination. He observed that many noteworthy initiatives remain unnoticed due to poor documentation.

Calling for greater focus on quality development, Sema directed all departments to ensure that projects under MDoNER, NEC, External Aided Projects (EAP) and the State Plan are planned and implemented judiciously to address genuine developmental needs, bridge critical infrastructure and service gaps, generate employment opportunities and deliver measurable, people centric outcomes. He urged departments to adopt a results oriented approach so that development initiatives translate into tangible improvements in the lives of the people.

Nagaland's climate tells a different story in every district. While some regions receive abundant monsoon rainfall, others experience comparatively drier conditions, highlighting the state's diverse weather patterns. The Meteorological Report of Nagaland 2025, published by the Directorate of Soil and Water Conservation, provides a comprehensive overview of these changing climatic trends and their implications across the state.

Among the meteorological observatories, Sechü recorded the highest annual rainfall at 2,901.2 mm, while Meluri received the lowest. Dimapur emerged as the hottest station, with temperatures reaching 34°C during June and July. In contrast, the higher-altitude districts experienced comparatively cooler temperatures throughout the year.

As in previous years, the southwest monsoon remained the primary source of rainfall, with July to September recording the heaviest precipitation across most districts. Bhandari registered 1,507.2 mm of rainfall over 99 rainy days, with September emerging as its wettest month. Historical records further indicate that rainfall has fluctuated significantly over the past decade, reflecting increasing climate variability across Nagaland.

The report highlights that these changing weather patterns have direct implications for agriculture, water resources, infrastructure and disaster management. Reliable meteorological data enables farmers to plan cropping seasons more effectively, supports authorities in preparing for floods and landslides, and strengthens long-term conservation and water management efforts.

The report also highlights the growing impact of climate-related disasters across the state. During 2024–25, incidents of windstorms, cloudbursts, flash floods and landslides resulted in casualties, damaged roads, disrupted water supply systems, affected livestock and poultry, and caused damage to government schools and irrigation infrastructure. These events demonstrate the increasing vulnerability of essential public infrastructure and rural livelihoods to extreme weather conditions.

According to the report, improved disaster preparedness, early warning systems, climate-resilient infrastructure and sustainable resource management are becoming increasingly important as extreme weather events become more frequent.

More than a collection of weather statistics, the Meteorological Report of Nagaland 2025 serves as an important reminder that understanding local climate trends is essential for building resilience in the face of climate change. As rainfall patterns, temperatures and seasonal cycles continue to evolve, reliable meteorological information will remain a critical tool for informed planning, environmental conservation and safeguarding livelihoods across Nagaland.

As part of phase – III training on Special Intensive Revision (SIR) 2026, a one-day training for all Booth Level Officers (BLOs) under 60 Assembly Constituency, Kiphire - Pungro was held at Deputy Commissioner’s Conference Hall, Kiphire on 22nd July 2026.

Assistant Election Officer, Aben Yanthan chaired the programme, while the training was conducted by Master Trainer, Atingse, Graduate Teacher and Assistant Programmer, Suliba T Sangtam.

The training concluded with an interactive and doubt clearing session by the participants. All together 67 participants participated in the training.

In view of the numerous disaster incidents reported across different parts of Mokokchung district following days of incessant rainfall, the Deputy Commissioner of Mokokchung, Ajit Kumar Verma, IAS convened a District Level Coordination meeting with concerned Heads of Departments and representatives of civil society organizations at DC’s conference Hall on 21st July 2026.

During the meeting, comprehensive reports submitted by the concerned departments on the prevailing situation in the district were reviewed and deliberated upon. The participants discussed coordinated measures to address the current challenges and formulated an action plan to strengthen disaster response. The meeting also focused on enhancing over all preparedness and ensuring coordinated efforts among all stakeholders to effectively respond to any further eventualities arising from the continuing adverse weather conditions.

In view of the prevailing monsoon season and continuous rainfall across Chumoukedima district, the District Disaster Management Authority (DDMA), Chumoukedima, has issued a public advisory urging citizens to remain vigilant and take necessary precautions to ensure public safety.

The advisory cautions the public against venturing into flooded areas, overflowing drains, streams, culverts, and other low-lying water bodies where strong currents and unpredictable water depths may pose serious risks. Citizens have also been strongly advised to avoid entering the Chathe River, Dhansiri River, and other rivers and streams for bathing, swimming, fishing, picnicking, or recreational activities during the monsoon season due to the risk of drowning and sudden rise in water levels.

The DDMA further warned against unauthorized excavation of riverbanks, extraction of sand, gravel, or boulders, and road or earth-cutting activities that could weaken roads, bridges, embankments, and other public infrastructure. Such activities will invite action under relevant laws.

Residents living near rivers, flood-prone areas, hill slopes, and landslide-prone locations have been advised to remain alert and shift to safer places immediately if any risk is detected or if instructed by the authorities. Parents and guardians have also been urged to ensure that children, elderly persons, and persons with disabilities stay away from rivers, drains, flooded areas, and unstable slopes.

The advisory recommends avoiding unnecessary travel during periods of heavy rainfall, particularly at night. Commuters have been advised to exercise extreme caution along vulnerable stretches of NH-29, especially the Tsiedukhru section (Chathe Bridge–Unity Gate–Khuokhri Bridge, Kudidolong Village) and the landslide-prone areas of Pherima, Tsiepama, and Piphema. Motorists have been urged to follow traffic diversions and instructions issued by the authorities.

Citizens have also been requested to monitor official weather updates issued by the Nagaland State Disaster Management Authority (NSDMA) and the India Meteorological Department (IMD), avoid spreading unverified information, maintain proper hygiene to prevent water-borne diseases, and immediately report incidents of flooding, landslides, road blockages, damaged infrastructure, injuries, or any other emergencies to the DDMA, Police, Fire & Emergency Services, or the nearest Administrative Office.

Deputy Commissioner & Chairman, DDMA Chumoukedima, Polan John, NCS, stated that the District Disaster Management Authority, in coordination with all concerned departments, is closely monitoring the situation and has kept emergency response teams on standby. He appealed to the public to extend full cooperation to the authorities and strictly adhere to all safety advisories in the interest of public safety.
