Finance Department has notified that in exercise of the powers conferred under section 125(1) of the Nagaland Municipal Act 2023. the Governor of Nagaland is pleased to constitute the Fourth Nagaland State Finance Commission with a Chairman and two other Members as follows:

1.The tenure of the commission shall be for a period of 12 months from the date of issue of this notification.

2.The Commission shall make recommendations relating to the following matters: 

 (a) The principles which shall govern: -

 (i) the distribution between the State and the Municipalities of the net proceeds of taxes, duties, tolls.and fees'leviable bv the State, which may be divided between them.

 (ii) the determination of taxes, duties, tolls, fees which may .be assigned to. or appropriated by, the municipalities; and

(iii) the grant-in-aid to the municipalities from the Consolidated Fund of the State.

 

(b) The measures needed to improve the financial position of the municipalities.*

(c) The rates of various taxes, tolls and fees that may raised by the municipalities and the method of determining the same:

(d)Any other matter referred to the Commission by the Government in the interest of sound finances of the municipalities.

 

4. In making its recommendations, the Commission shall have regard, among other considerations, to:-

(i) the objective of balancing the receipts and the expenditure of the State Government and the local bodies and for generating surplus for capital investment.

(ii ) the resource of the State Government and demands, thereon particularly in respect of expenditure on civil administration, maintenance and upkeep of capital assets, maintenance of expenditure on plan schemes and other committed expenditure or liabilities of the State; and

(iii) the requirement of the municipalities,' (heir potential for raising resources and for reducing expenditure.

 

5. Terms of office of the Chairman and the whole team members and conditions of their services and other allowances shall be as prescribed under Rule 6 and 7 of the Nagaland Finance Commission Rules. 2008.

6. The Commission, shall-make its report available by 31st October 2025 covering the period of five years (2026-2031) commencing from 1st April, 2026.
