Home Department informed that a meeting under the chairmanship of Chief Minister, Nagaland was held on 19th October, 2024 to prepare for the upcoming mass social work in the State.
At the meeting various decisions were taken in the meeting. In order to avoid clash with other events, the first mass social work will be held on 25th October 2024 instead of 21st October 2024 and added the date for the second mass social work (proposed for the second-half of November 2024) shall be intimated in due course. It informed that the mass social work shall be held all across the State to ensure maximum participation of the general public apart from the government employees. All Deputy Commissioners will co-ordinate with all departments and local bodies for successful conduct of the Mass Social Work and they shall constitute special teams to conduct surprise checks to ensure that the directions are implemented.
The following instructions have been issued in pursuance of the discussions held during the above meeting. In order to make the mass social work successful, fullest participation of all Government Departments and the general public have been sought. All the sixty (60) Members of the Nagaland Legislative Assembly have been requested to supervise the mass social work in their respective constituencies. The Deputy Commissioners of the Districts shall co-ordinate the Mass Social Work in the respective districts and ensure maximum public participation. The DCs shall also ensure the full participation of the Government Departments and take steps to ensure the maximum participation of the General Public in co-ordination with the Village Councils, Town and Municipal Councils.
During the Mass Social Work, the following points shall be taken care of:
i. An building materials stacked on the road should be immediately removed.
ii. Latrines, pig stys discharging their waste on the road side should be removed/ demolished.
iii. The shops in the town should have proper signboards with proper lighting at night. The damaged/defaced signages should be redone. The shops and business establishments should also be encouraged to repaint.
iv. The villages on the highways (both National and State) should take responsibility for vegetation clearance on the road stretch in their respective jurisdiction. A suitable honorarium/lumpsum payment should be worked out in consultation with the NHIDCL/Works & Housing/ Rural Development Departments.
v. Dividers along the Dimapur -Kohima Highway, are to be cleaned by the village authorities under whose jurisdiction the stretches fall.
vi. The District Administration and Agri-allied departments are to work out a medium-term strategy for setting up aesthetically pleasing with similar design for stalls at the road side for vegetable vendors along the highways.
The Urban Development Department shall in co-ordination with all the Urban Local Bodies (ULBs) take steps to:
ii. Ensure that meat shops do not sell meat in an uncovered manner in order to ensure proper hygiene and to prevent contamination by houseflies/insects etc.
iii. Initiate a special drive to clean the towns of Plastic Waste. This drive may not be restricted during the Social Work Days. This may be taken up on a mission mode to ensure that the State attains plastic-free status by 30th November 2024.
Departments of School Education, Higher Education and Technical Education shall issue separate instructions on participation during Mass Social Work.
Home Department stated that strict action may be initiated against non-participants and appreciation may be provided at the level of the DPDBs for significant contribution during the Mass Social Work
