The Nagaland State Commission for Protection of Child Rights (NSCPCR), in collaboration with the District Child Protection Unit (DCPU) Dimapur, organised a One-
Day Awareness Programme on the theme “Child Rights & Child Protection” at Hotel Saramati, Dimapur, on 19th September 2025.
The programme was chaired by Chairperson, CWC Dimapur, Moamenla Yaden. Secretary, Social Welfare and Secretary, NSCPCR, Yongchingkumla, NCS, delivered the welcome address, while Chairman, NSCPCR, Alun Hangsling, presented the keynote address.
Deputy Commissioner of Dimapur, Dr. Tinojongshi Chang, NCS, in his speech, stressed the need for collective responsibility in safeguarding child rights. He pointed out the rising cases of child abuse, domestic violence, sexual abuse, and child labour, urging government departments, organizations, and individuals to work together in providing children a safe and supportive environment.
Resource persons highlighted various child-related legislations and protection mechanisms. Legal Consultant, NSCPCR, Lichani Murry, gave an overview of the Juvenile Justice (Care and Protection of Children) Act with special focus on adoption rules, while Member, NSCPCR, Akumla Longchari, elaborated on the POCSO Act and rights of trafficked victims. She underlined the importance of preventive measures such as discouraging child labour and training teachers and Anganwadi workers.
Further, Member, NSCPCR, Aying Wangsha, discussed the Right to Education Act 2009 and the Child Labour Amendment Act 2016, stressing the prohibition of child labour and the importance of free and compulsory education for children aged 6–14 years.
Presenting a district report, DCPO Dimapur, Avika Zhimomi, informed that from September 2023 to August 2025, a total of 310 children in need of care and protection (CNCP) cases were produced before the Child Welfare Committee, while 499 cases were received through the Childline 1098 helpline. He noted that Dimapur, being the state’s commercial hub, faces unique challenges such as trafficking, abuse, and abandonment, and called for collective efforts to strengthen child protection systems.
