In a move towards digital governance and improved traffic management, the Motor Vehicles Department, Nagaland, launched the E-Challan service in the State on December 15 at the District Transport Office, Dimapur. The E-Challan service was formally launched by the special guest, Commissioner & Secretary, Transport Department, Robert Longchari who also addressed the gathering. He expressed his appreciation to the Traffic Police, Home Department and the National Informatics Centre (NIC) for their close coordination and partnership in implementing the E-Challan platform in Nagaland. He said the cohesion and collaboration among various line departments were crucial for the successful rollout and proper enforcement of the digital system.
Highlighting the benefits of the E-Challan service, he said the digital platform eliminated cash transactions and significantly reduced the scope for manipulation. He added that the system would enhance transparency, efficiency and accountability, while also providing greater convenience to citizens through integrated and technology-enabled enforcement mechanisms.
Longchari said the introduction of the E-Challan system was a significant step towards safer roads, as traffic violations would now be detected, recorded and tracked electronically. He noted that this would encourage responsible driving behaviour and improve overall compliance with traffic rules.
He further informed that the government planned to expand the E-Challan system to all districts in the future and also spoke about integrating automatic cameras and strengthening data collection, which would help in evidence-based policy-making and informed decision-making in the transport sector.
He said the E-Challan initiative would bring in revenue for the state, enhance digital transport governance, make the system more citizen-friendly and contribute towards fulfilling the vision of “Viksit Nagaland.” He concluded his speech by calling for continued cooperation among departments and stakeholders to ensure effective implementation and long-term success of the E-Challan system in Nagaland.
Senior Technical Director and State Informatics Officer, NIC, Lanusungkum Aier, in his keynote address spoke about the two-decade-long journey of transport digitisation, which began with the Sarathi and Vahan applications, and later evolved into an integrated digital platform for transport services. Aier informed that the E-Challan system, which was initiated in 2015, had now become operational in 33 states across India, with Nagaland becoming the 34th state to adopt the system. He said that the National E-Challan Project is a software application comprising Android based mobile app and web interface developed by the National Informatics Centre, MIETY, Gol, in compliance with the CMV Rules 1989 and Acts 1988 for the purpose of providing a comprehensive solution for Transport Enforcement Officers and Traffic Policemen for Traffic Violators. The E-Challan system involves the issuance of electronically generated fine slips for violations of road traffic rules, replacing the conventional paper challan system.
The launching program was chaired by Deputy Transport Commissioner, Yaongsanglee Chang. Vote of thanks was delivered by Transport Commissioner, Nagaland, Elias T Lotha.
