The 13th State Level Inter Departmental Coordination Committee (SLIDCC) Meeting on Registration of Births & Deaths in Nagaland was held on 17th March 2026 in the Chief Secretary Conference Hall, Nagaland Civil Secretariat, Kohima.
The meeting was chaired by Nagaland Chief Secretary, Sentiyanger Imchen, IAS, who welcomed the members of the SLIDCC. Akunu S Meyase, IAS, Secretary Economics & Statistics and Chief Registrar of Births & Deaths, highlighted the status of birth and death registration within the state. The Secretary also informed that the constitution of the Committee had been re-notified to strengthen the implementation of registration of births and deaths as per the instruction of the ORGI.
The following agendas were deliberated for follow up action:
a) Change in Registrar of Births & Deaths: The Chief Secretary empathized that the Registration of births and deaths was not the primary responsibility of the Teachers and suggested that the department review the existing registration system. He recommended that the responsibility of registration be entrusted to Village Councils in the rural areas and Nurses of Medical Institutions and that necessary sensitization be carried out and training be imparted to the newly appointed Registrar. The department was also instructed to process to notify Village Councils as the authority for registration of births and deaths in the rural areas with approval of appropriate authority.
b) Transition Period: To ensure seamless transition and non-disruption in services, both the designated Teachers and Village Councils will perform registration duties simultaneously during such period until new system is fully established.
2. Transition to 100% Online Registration System:
The Director, Economics and Statistics informed that training programmes for all registrars in the state on CRSORGI Portal was conducted in 2024 & 2025 to achieve 100% online registration of births and "deaths across the state. On this note, the committee reached the following resolutions:
a) Discontinuation of Manual Processes: It was decided that the practice of manual registration for births and deaths will be discontinued. All vital events will be registered online through the designated crsorgiportal.
b) Implementation Timeline: The cutoff date for the cessation of manual certificates will be finalized by the department and to be approved by the competent authority.
c) Operational Objective: This shift is intended to enhance data accuracy, reliability, ensure real-time reporting, and phase out fraudulent practices.
3. Digitization of Legacy Records.
On digitization of old certificates, the Secretary, Economics & Statistics informed that two weeks Special Drive has recently been conducted during which 9439 old certificates were digitized. The Commissioner & Secretary, School Education suggested similar campaign on digitization of legacy record across selected offices and jurisdictions which will systematically convert all existing manual records into digital form. DES will coordinate with DIPR and launch multi awareness campaign, engaging various media platform and All India Radio (AIR) to ensure maximum outreach within rural jurisdictions.
4. Strengthening Institutional Reporting and Monitoring:
a) The Department of Health & Family Welfare to provide details of nominated Nurse from all the government medical institutions for onboarding to the crsorgiportal.
b) To monitor all medical institutions including private and ensure that all events of birth and death are reported to the respective registrars.
c) On Medical Certification of Cause of Death (MCCD), the Secretary, Economics & Statistics informed that as per the RBD Act, all deaths must be medically certified. However, currently only three districts viz- Kohima, Dimapur and Tuensang reports such data.
The Chief Secretary directed the Health and Family Welfare department to review and operationalize all Medical Institutions (both government and private) for mandatory submission of Medical Certification of Cause of Death (MCCD) report to the respective District Economics & Statistics Offices.
5. Review of Registration Hierarchy.
Since several roles in the existing framework have become obsolete or redundant, the committee reviewed the Birth and Death Registration hierarchy constituted on 25 August 25, 2011. Members agreed on the need for updating the hierarchy to align with current operational requirements. Required changes/deletion of functionaries to be worked out by the DES.
6. Expansion of Registration Services.
To streamline the registration process and enhance accessibility for residents in major urban centres, the Development Commissioner suggested empowering Municipal Councils for registration in Urban Areas and recommended establishing multiple registration centres. Accordingly, the Department of Economics and Statistics was directed to examine the feasibility of setting up multiple registration centres especially in Kohima and Dimapur Municipal Councils.
7. Launching of Aadhaar Service.
Secretary, Economics and Statistics informed the committee on the launch of Baal Aadhaar Service for the age group of 0-5 years in the Directorate of Economics and Statistics, Kohima and outlined that the service will be launched in all district offices soon. The Chief Secretary commended the noble initiative of the department and advised the department to give wide publicity in the media.
