A Special Gram Sabha and the launching programme of Jan Manthan–Reform Utsav 2026, in convergence with the People’s Plan Campaign for preparation of the Gram Panchayat Development Plan (GPDP) 2027–28, was held at Phesama Council Hall on October 2, 2026.

Addressing the programme, Vineikho Tetso, SDO (C), Jakhama Sub-Division and Nodal Officer, delivered the keynote address and highlighted the importance of Reform Utsav as a platform for bringing government schemes and services closer to the people. He stated that Reform Utsav 2026 aims to promote citizen participation and encourage people to provide constructive suggestions for improving governance and public service delivery.

The Jan Manthan phase of Reform Utsav 2026 was launched on October 2 in convergence with the People’s Plan Campaign, “Sabki Yojana Sabka Vikas,” through Gram Sabha and Village Council platforms across the State. Reform Utsav is a citizen-driven initiative aimed at gathering practical suggestions from citizens for improving governance, public services, government procedures and ease of living. Further he said that the campaign will progress through four phases—Jan Manthan (Discover), Vimarsh (Deliberate), Jan Samadhan (Deliver), and Sankalp Siddhi (Showcase).

Ane Khieya, EAC (NCS) and State Nodal Officer, shared an overview of Reform Utsav and highlighted the importance of active public participation in the initiative.

During the programme, various departments made presentations on important government schemes and services. The Rural Development Department highlighted the VB-GRAM-G, which provides employment opportunities and aims to increase the number of working days, with employment support extending up to 125 days, as explained during the programme.

The Nagaland State Rural Livelihoods Mission (NSRLM) highlighted the Lakhpati Didi initiative, aimed at enabling women members of Self-Help Groups to achieve an annual household income of ₹1 lakh or more through sustainable livelihood activities.

The Police Department, Khuzama Police Station, sensitised the gathering on provisions relating to the IPC/BNSS, besides explaining the procedure and importance of filing an FIR.

The Food and Civil Supplies Department briefed the gathering on Pradhan Mantri Garib Kalyan Anna Yojana (PM-GKAY), Antyodaya Anna Yojana (AAY) and Priority Household (PHH) categories under the food security system, including provisions for eligible vulnerable and low-income households.

The Education Department, Industries and Commerce Department and ITI also highlighted various opportunities available to the public. The Industries and Commerce Department explained the Prime Minister’s Employment Generation Programme (PMEGP) and PMFME schemes for entrepreneurship and food-processing activities. The Chief Minister’s Micro Finance Scheme was also highlighted as an avenue for supporting livelihood and entrepreneurial activities.

The Medical Department sensitised the gathering on Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) and the Chief Minister’s Health Insurance Scheme (CMHIS), highlighting the importance of health insurance coverage and access to healthcare services.

The departmental presentations provided the public with information on employment, livelihood generation, entrepreneurship, food security, education, healthcare and other welfare programmes.

The programme was chaired by Vilopi Angami, BDO, Jakhama and Sub-Nodal Officer, who also delivered the welcome address.

The programme concluded with a vote of thanks delivered by Tuolie Seleyi, Chairman, Phesama Village Council, who expressed appreciation to the officials, participating departments and members of the public for their active participation.
