A meeting to deliberate on the issue of dog attacks, particularly those caused by unleashed and aggressive dogs in Kohima Town, was held on September 24, 2026, in the official chamber of the Deputy Commissioner, Kohima.
The meeting was chaired by Deputy Commissioner B. Henok Buchem, NCS, with officials and members of the Society for the Prevention of Cruelty to Animals (SPCA), Kohima Municipal Council (KMC), Police, Veterinary & Animal Husbandry Departments, and other concerned stakeholders participating in the deliberations.
Chief Executive Officer (CEO) of KMC, Alemyapang Longchar, NCS, shared an update on the preparedness of the relocated dog shelter at Lerie Colony from KMC Chaü parking. He informed that the KMC plans to make the shelter functional by October 20. He stated that Lerie was considered more suitable as the location is relatively on the outskirts of the town and provides more space for the shelter.
The meeting also discussed the challenges faced during the impounding of unleashed dogs from public spaces. The use of body cameras during such operations was suggested to ensure transparency and accountability. It was also proposed that the Police be informed in advance before carrying out such operations. Personnel involved in the duties were assured of necessary support from the District Administration.
The meeting further deliberated on the need for the attachment of a veterinary doctor with the KMC to provide necessary veterinary services and technical support. It was decided that the matter would be taken up with the Veterinary & Animal Husbandry (V&AH) Department.
On preventive measures, it was discussed that the District Administration would take necessary administrative measures and issue appropriate orders, while the legislative framework for regulating dog ownership and related matters would be developed by the KMC in convergence with the V&AH Department.
It was also decided that the Chief Veterinary Officer, in collaboration with the KMC, would undertake ward-wise vaccination of dogs and issue vaccination certificates under the theme “My Dog, My Responsibility.” The initiative is aimed at promoting responsible dog ownership and ensuring better monitoring of vaccinated dogs.
The meeting also emphasised the need for greater public awareness on responsible pet ownership, the applicable legal framework, and the concerns associated with dogs being left unattended in public spaces.
