Commissioner & Secretary, Finance Department, Taliremba in his address said that for a person who opts for government service, their priority and consideration is pension after retirement due to its attractive package. Regarding National Pension System, he said that initially when it was implemented in Nagaland, everything was manual work but now there has been substantial improvement in the system as everything has become online which is a very positive development. He added that DDO’s and The Directorate of Treasuries & Accounts are the key players in the NPS system and have carried out many sensitisation programmes on NPS for all departments which were very beneficial. He also added that though there has been negligence, not consciously on the part of the departments in submitting the backlogs, he hoped it would all work out in due course of time. He added that it is for them to look at the interest of the state and safeguard it, and the departments should be dedicated.
Joint Director, Directorate of Treasuries & Accounts, Amenla Jamir gave a presentation on National Pension System, where she highlighted the status and development of NPS in the state. Where she explained that NPS contributions are prepared through online from the eNPS portal. Online PRAN Generation Module (OPGM) has been adopted for the State Government of Nagaland. In this Module, the Treasury office will generate the PRAN through Online after receiving the PRAN generation form from the DDO and has constituted an Oversight Review Committee on NPS to review the implementation of NPS in the State. She also mentioned that not all departments have submitted their backlogs in the stipulated time and so the department has given a window from September 25th to October 13th 2023 to submit the backlogs, where she highlighted some issues which needs to be taken note of while submitting the missing/backlog NPS contribution. She gave various directions such as asking departments not to submit the uploaded NPS contributions (challan and annexure) while submitting the missing contributions; to submit only the soft copy (format which was issued by this Directorate) and not to print the format; to verify/check the PRAN properly before submitting. She also stated that many duplication and wrong PRANS were detected while uploading which resulted in delay uploading. The Treasury Office has to update the challan number in the eNPS portal latest by 20th of every month, she added.
