Nagaland Special Intensive Revision (SIR): Key findings of Enumeration Phase

v  BLO did not find these electors or did not get back their Enumeration Forms because they:

                        1. Became electors in other States/UTs, or

                        2. Were not found in existence, or

                        3. Did not submit the Form till 14.09.2026, or

                        4. Were not willing to register as an elector for some reason or other.

v  Genuine electors can still be added back in electoral rolls during the claims and objection period (20.09.2026 – 20.10.2026) using Form-6 along with prescribed Declaration Form.

v  The name of the electors found enrolled at multiple places in electoral rolls will be retained only at one place.

The Election Commission of India (ECI) is implementing the Special Intensive Revision

(SIR) of the Electoral Rolls with clearly defined objectives to ensure maximum participation, complete inclusion of eligible electors, and full transparency at every stage of the process. The key objectives and activities undertaken under SIR are

1. Participation of Electors and Political Parties:

· As on 14^th September, 2026, out of electors 1357208, a total of 1199456 have submitted their Enumeration Forms.

· The successful completion of enumeration phase is the result of coordinated efforts of District Election Officers (DEOs) of all 17 Election Districts, 44 Electoral Registration Officers (EROs), 64 Assistant Electoral Registration Officers (AEROs), 258 BLO Supervisors and 2361 Booth Level Officers (BLOs) deployed at 2361 Polling Stations.

· Representatives of recognized political parties also actively participated with as many as 3758 Booth Level Agents (BLAs) appointed by them across the State.

2. Ensuring No Eligible Elector in Nagaland is left behind:

· To ensure universal awareness and participation, Chief Electoral Officer (CEO), District Election Officers (DEO) and Electoral Registration Officers (ERO) conducted extensive awareness campaigns and held multiple meetings with political parties to explain the process and shared updates on the progress of the enumeration phase of SIR at regular intervals.

· At the Polling Station level, BLOs also conducted meetings with the BLAs, if appointed by recognized political parties.

3. Special Initiatives Taken:

· 1950 – Voter Helpline for public made operational.

· Helpdesks set up at District level i.e office of the District Election Officers.

· IT helpdesk consisting of IT team in CEO’s office made operational to provide technical support to the BLOs, AEROs/EROs and the DEOs.

· Dedicated BLO rooms were set up in all District Headquarters wherein BLOs could gather for faster digitization of EFs.

· Several videos on SIR and other awareness materials were prepared and uploaded on social media platforms of CEO and DEOs for awareness of the public and also to guide them to fill the Enumeration Forms.

 

· Dedicated web-page for SIR has been uploaded on CEO’s website. Part-wise electoral roll data in searchable PDFs uploaded on CEO’s website from which the details of elector in previous SIR, 2005 can be retrieved.

· Optimization of electors to not more than 1200 electors per Polling Station and considering the convenience of electors, a total of 38 new Polling Stations were created resulting in an increase in the total number of Polling Stations to 2399 from 2361 Polling Stations.

4. Inclusion of Young Electors:

· Young electors who have attained 18 years of age on or before 01.10.2026 are being encouraged to apply for inclusion in the electoral roll through Form-6 along with prescribed declaration. Special campaigns will also be conducted across the State for this purpose.

5. Engagement with Political Parties during Enumeration Phase:

· BLOs held booth-wise meetings with BLAs of recognized political parties (where appointed) to ensure thorough verification of the Absent, Shifted, Dead, Duplicate Electors.

· Booth-wise ASDD (Absent/Shifted/Dead/Duplicate) lists were prepared and minutes of the BLO-BLA meetings recorded.

· These minutes of the meeting, ASDD list and photo were uploaded in the BLO App by concerned BLOs.

6. Assistance by Election Staff:

· Special care has been taken by the CEO/DEO/ERO/AERO/BLO to ensure that genuine electors, particularly old, sick, PwD (Persons with Disability) and other vulnerable groups are facilitated to the extent possible.

7. Redressal of Issues During Enumeration Phase:

· The Chief Electoral Officer and District Election Officers of all districts addressed every issue reported through print, TV or social media to ensure that no grievance remains unattended.

9. Scrutiny of Draft Electoral Roll:

· The Draft Electoral Roll has been published on 20^th September 2026 by the concerned Electoral Registration Officer (ERO) of all 60 Assembly Constituencies of the State of Nagaland.

· Booth wise list of Absent/Shifted/Dead/Duplicate electors whose names are not included in the Draft Roll has been displayed on the Notice Board of respective ERO/AERO offices and Polling Stations. These lists have also been put up on CEO’s website.

· The general public/electors and representatives of Political Parties may inspect/verify the Draft Photo Electoral Rolls at the Offices of the Electoral Registration Officer and with the Booth Level Officers. The Draft Electoral Roll is also available on the Chief Electoral Officer, Nagaland website https://ceo.nagaland.gov.in and ECINET mobile App or ECI’s website, https://voters.eci.gov.in

· Soft copies of Electoral Roll without photo have been handed over to the political parties by DEOs/EROs on 20.09.2026.

10. Claims and Objection Period (20.09.2026 to 20.10.2026):

· In case any elector was unable to submit their filled-in Enumeration Forms with the specified time (16.08.2026 to 14.09.2026), they may file Form-6 along with the prescribed Declaration Form for inclusion during the Claims and Objection period. The Claims and Objections can be filed in the following manner

 

Ø  Form-6            : Application for enrolment of new elector

Ø  Form-6A         : Application for enrolment by overseas Indian

Ø  Form-7            : Application for objecting proposed inclusion or seeking deletion

of existing entry.

Ø  Form-8            : Shifting of residence within or outside constituency by existing

elector, application for correction in particulars, replacement of EPIC without correction and marking of PwD elector.

· Application forms may be submitted to the ERO, AERO and BLOs through physical forms.

· Application forms may also be submitted online through

Ø  https://voters.eci.gov.in and

Ø  ECINET Mobile App.

· List of claims & objections in Forms-9,10,11,11A & 11B will be made available on the website of CEO, Nagaland. ERO will also share the said list with the Political Parties on a weekly basis.

11. Notice Phase/Disposal of Claims and Objections (20.09.2026 – 18.11.2026)

· After publication of Draft Electoral Roll, Electoral Registration Officers will scrutinize the eligibility of proposed electors.

· ERO will issue Notice to those persons/applicants who could not be linked or there is discrepancy in their linking with the electoral roll of previous SIR (2005). Upon receipt of Notice, the applicant can provide the necessary documents (as per list mentioned on the Information Sheet for Enumeration Form) during the hearing.

12. No Deletions without Due Process:

· The ERO/AERO shall not delete any entry/name from the Draft Electoral Roll without issuing Notice, conducting an enquiry and giving a fair and reasonable opportunity to the person concerned whose name has appeared in the draft roll. In each such case, ERO/AERO shall pass Speaking Order.

13. Appeals:

· In case any person is aggrieved by the decision of the ERO, he/she may prefer an appeal to the District Magistrate within 15 days of the ERO’s order under Section 24(a) of the Representation of the People Act, 1950, read with rule 27 of the Registration of Electors Rules, 1960.

· If the appellant remains unsatisfied, a second appeal may be preferred before the Chief Electoral Officer within 30 days of the District Magistrate’s order, as per Section 24(b) of the Representation of the People Act, 1950 read with Rule 27 of the Registration of Electors Rules, 1960.
