The Deputy Commissioner & District Election Officer Tuensang, Lithrongla Tongpi Rutsa has informed that, the Election Commission of India has ordered Special Intensive Revision (SIR) of Electoral Roll in the State of Nagaland with 01-10-2026 as the qualifying date. While carrying out the SIR of the Electoral roll, the DC directed the Electoral Registration Officer (ERO) of each Assembly Constituency shall be responsible for ensuring that no eligible citizen is left out while no ineligible person is included in the Electoral Roll.
The schedule and activities of SIR in the state:
1. Preparation, Training and Printing: 05-08-2026 to 14-08-2026: During this preparatory stage, meeting with important stakeholders, like Political Parties, setting up of help desk, training of BLOs and officials connected with SIR and dissemination of important information and printing of Enumeration Forms (EF) and issues to the Booth Level Officer (BLO) Will take Place.
2. House-to-house visit by BLOs: 16-08-2026 to 14-09-2026: BLOs shall visit household and distribute Enumeration Forms, with pre-printed details of existing electors to each existing elector in duplicate and will guide them in filling up the Form. Each Electoral must submit this form along with requisite information to the BLO. The BLO will again visit every household to collect the filled copy of the Enumeration form from the electors. BLO shall keep one copy of the Enumeration form with him/her and give an acknowledgement of receipt of form on the other copy of Enumeration Form to be retained by the applicant.
3. Rationalization of Polling Station by 14-09-2026: Based on House-to-house Enumeration, ERO shall assess the need of new Polling Station considering that no Polling Station has more than 1200 electors, except with the prior approval of the Commission, ERO shall also ensure that the polling station area is so defined and demarcated that no overlap exist with any other polling station.
4. Publication of Draft Electoral Roll - 20-09-2026: Draft Electoral Roll shall consist of names of all the existing elector who have submitted their duly filled Enumeration Forms to the BLO during the House-to-house Enumeration period or which have been received online and verified by BLO. Names of other electors’ form where Enumeration Forms are not received will not be included in the draft roll. In case any elector is unable to submit their filled in Enumeration Forms within the specific time, they may file Form 6 along with the prescribed Declaration form for inclusion during the Claims and objection period.
5. Period for Claim and Objection 10-09-2026 to 20-10-2026: After publication of the Draft Electoral Rolls ERO/AERO shall scrutinized the eligibility of the proposed electors in accordance with the qualification of the elector’s prescription under Article 326 and section 16 and 18 of the Representation of the People Act, 1950, and on the basis of the documents submitted and field report.
6. Notice Phase/Disposal of the claims and Objectives 20-09-2026 to 18-11-2026: in case ERO/AERO doubts the eligibility of the proposed electors (due to non- submission of requisite documents or otherwise) he/she will start a suo moto enquiry and issues to such proposed electors, as to why his/her name should not be deleted. Based on field enquiry, documentation or otherwise, ERO/AERO shall decide on inclusion of such proposed electors in the Final E/Rolls.
7. Publication of the final Electoral Roll 22-11-2026: the Final Electoral Roll of the State will be published by EROs on 22-11-2026.
