DC PHEK ISSUES DIRECTIVES
Deputy Commissioner Phek, Razouvolie Dozo has informed that lockdown has been extended with existing lockdown measures for 15 (fifteen) more days in Phek District with further relaxations and re-opening of activities, subject to certain conditions and strict adherence to all the applicable Standard Operating Procedures (SOP) as mentioned below with effect from 18th July, 2021 to 1stAugust, 2021:
- Colleges are allowed to reopen from 26th July 2021, subject to all the teachers and non teaching staff having been fully vaccinated (taken both the doses) against COVID-19, or having taken the 1st dose of vaccine against COVID-19, and at least 15days have passed since taking the 1stdose, and strict adherence to the SOP including the maximum allowable percentage of attendance students in the classes to issued by the Home Department.
- Schools are allowed to reopen for Class XI & XII from 2nd August, 2021, subject to all the teachers and non-teaching staff having been fully vaccinated (taken both the doses) against COVID-19, or having taken the 1stdose of vaccine against COVID-19, and at least 15days have passed since taking the 1st (first dose), and strict adherence to the SOP including the maximum allowable percentage of attendance of the students in the classes to be issued by the Home Department.
- Opening of in-house skill development institutes/ establishments with 50% capacity from 26th July 2021 will be permitted, subject to all trainers, assistants and non-teaching staff having been fully vaccinated (taken both the doses) against COVID-19, or having taken the 1st dose of vaccine against COVID-19, and at least 15days have passed since taking the 1stdose, and strict adherence to the SOP issued by the Home Department.
- Social, political, religious, entertainment, academic, cultural gatherings and other public gatherings are allowed up to a maximum of 50 (fifty) persons when the events are held indoors, and up to a maximum of 100 (hundred) persons when the events are conducted outdoors, and subject to strict adherence to COVID-19 requirement of holding of function program with a larger gathering, the prior permission of the DTF will be required.
- Opening of restaurants for dine-in, up 50 % capacity are permitted, subject to all attendants/ staff of the restaurants having been fully vaccinated COVID-19, or having taken the 1stdose of vaccine against COVID-19, and at least 15days have passed since taking the 1stdose, and strict adherence to the applicable SOPs.
- All the District Task Forces/ Block Forces shall map areas for micro-containment zones in case the situation so warrants, as per the detailed guidelines to be issued.
- The returnees/ travelers entering the State/ District, and tourists, who are asymptomatic and fully vaccinated against COVID-19 will not be required to be tested for COVID-19 at the point of entry or required to quarantine. Those who have taken the 1st dose of the vaccine against COVID-19, or at least 15days have passed since taking the 1stdose of the vaccine against COVID-19, will not be required to be tested for COVID-19 at the Point of Entry but will be required to quarantine fro 7 (seven) days. For all other cases, the persons concerned will be required to undergo testing for COVID-19 on payment as per the Government approved rates at the point of entry and further undergo 7 (seven) days quarantine. The DTF/ BTFs concerned will make arrangements for the screening/ testing and paid quarantine in case adequate and proper facilities for quarantine at home are not available to the persons concerned.
- Inter-district movement of person for non-essential service or purpose including private journey by light vehicle is allowed subject to the person(s) including the driver being asymptomatic and having completed their COVID-19 vaccination or taken at least a single dose of vaccine against COVID-19 and 15 days have passed since taking the dose.
- The DTF/ BTFs should enforce the directives issued for displaying the vaccination status of the shopkeepers, barbers, taxi drivers etc.
- Detailed SOPs with regard to Part 1, 2, 3 and 6 will be issued by the Home department in consultation with the department concerned.
Any person/ group of persons acting in violation of the order shall be deemed to have committed an offense punishable under Section 188 of the Indian Penal Code, 1860 and under relevant sections of the Disaster Management Act, 2005.
