In order to ensure a successful lockdown period and with a view to facilitate movement of essential services and supplies during the lockdown period for the benefit of the general public, Deputy Commissioner Kohima, Gregory Thejawelie, NCS has  directed all concerned to follow the following guidelines.

 

Agencies which are exempted from the purview of the nationwide lockdown:

  1. Hospitals, Clinics, Pharmacies and all related medical establishments, both Government as well as Private. The movement of all Medical Personnel which includes Doctors, Nurses, para medical staff and other hospital support staff are permitted.
  2. Ration shops (under PDS), grocery shops, bakeries fruit shops, vegetable shops, dairy and milk booths, meat & fish shops and seeds & pesticide shops. Due care should be taken that safe practices like social distancing, markings in front of the shops and use of masks and hand sanitizers are used at all times.
  3. Municipal officers and staff including sanitary workers.
  4. Defence, paramilitary and central armed police forces.
  5. Helipads, for cargo movement, evacuation and emergencies.
  6. Inter-state movement of goods and cargo.
  7. Staff of treasury offices including staff of the office of the accountant General which should function with bare minimum staff.
  8. Public utilities: petroleum, LPG, CNG & PNG, including their transportation and sale at designated pumps and agencies.
  9. Home delivery of essential commodities through e-Commerce.
  10. Water supply tankers permitted by the government.
  11. Power generation and transmission units.
  12. Post Offices, NIC and Early warning agencies.
  13. Banks, insurance offices and ATM's and cash management agencies.
  14. Movement of District Administration officials. Police, Home guards & Civil Defence, Fire and Emergency Services, Disaster Management (NSDMA, NDMA, IRS) are permitted.
  15. Officials & staff of PHE and Power Department on bonafide duty.
  16. Forest Officials and Social Welfare Officials on bonafide duty, duly authorized for a specific duty by their head of office. They should function with bare minimum staff.
  17. Veterinary Hospitals, pharmacies and animal feed and fodder shops and manufacturing units and movement of related items.
  18. Print and Electronic media including IPR Department officials on bonafide duty.
  19. Telecom and internet service providers.
  20. Manufacture and supply of essential commodities, Cold storage and warehouses.
  21. Due care should be taken that unnecessary harassment of exempted officials & staff, people involved in delivering essential services & commodities and unfair treatment to the helpless travellers and migrant workers who have been stranded in the district as a result of the nationwide lockdown should be avoided by all.

 

Further, the following points as prescribed by the government may also be noted:

  1. All places of worship shall be closed and no religious congregations are permitted, without any exception.
  2. All social/ political/ sports/ entertainment/academic/cultural/ religious functions and gatherings are banned, without any exception.
  3. In case of funerals, congregation of not more than 20 persons will be permitted.
  4. All hospitality services like hotels and homestays are suspended except for those which are accommodating people stranded due to the lockdown and those which are earmarked for quarantine facilities.
  5. All persons who have entered the state after 6th March 2020 should use the Self Declaration COVID19 Nagaland App and must register.
