The Department of Good & Civil Supplies has notified on "Guidelines for implementation of National Food Security Act 2013-Tide Over allocation", the Modalities for implementation of General Household (GHH) Scheme under Tide over is notified for implementation with immediate effect.

1. Distribution of food grain:

  1. General Household families (GHH): The respective District Officer shall make allocations as per clause 2 of the Guidelines and release the food grains to the selected FPS/PDCs for further distribution to the. identified GHH beneficiaries. The District Officer will submit the Utilization Certificate, duly countersigned by the Deputy Commissioner in a prescribed Format to the Directorate on monthly basis.
  2. Buffer Stock: In accordance with clause 3 of the Guidelines, the Deputy Commissioner of their respective districts shall issue sub-allocation of Buffer Stock and the concerned Stockist-cum-Handling Agent will release the Buffer Stock to the beneficiaries. After completion of the distribution by the Stockist, Utilization Certificate in prescribed Format duly signed by respective Stockist will be submitted to the District Civil Supply Officer/Assistant Civil Supply Officer of the respective districts for signature which will be counter signed by the respective Deputy Commissioners. Thereafter, it will be submitted to the Directorate along with list of beneficiaries. Certain quantity of Buffer Stock will be earmarked at the discretion of the Director, Food & Civil Supplies to meet any exigencies every month.
  3. Distribution of food grains in the Rural areas shall be done through the respective village council FPS and in urban areas, the respective District officers will identify required number of FPS from the existing FPS for handling Tide over Rice for GHH beneficiaries depending on the strength of GHH cards. The identified FPS will be submitted to the Directorate for approval.

2. Fixation of Godown Rate and Payment Modalities: In accordance to Clause 4 of the guidelines;

  1. The Godown Rate of the Food grains will be fixed by the Department along with the payment modalities with the approval of the Government.
  2. The End Retail Price at FPS will be fixed by the respective District Officers in consultation with the respective Administrative Officers. The Rate will be fixed taking into account the Godown issue price.
  3. The Rates will be subject to revision as per the prevailing Central Rates.
