Chief Secretary Dr J Alam IAS convened a meeting of all the Administrative Head of Departments and Head of Departments (AHoDs/HODs) meeting at Secretariat Conference Hall, Kohima on 15 October 2024.

Chairing the meeting Alam remarked that various complaints have been received on the poor attendance of head of office at the district offices. He said that all head of offices should be in station and proper intimation has to be made to HODs if they are on leave or out of station for some official work.  He also reminded the Head of Office to be in their respective assigned station all the time as ultimately all government employees are paid by the government to provide services to the people. 

Alam urged all departments to register in the biometric attendance system and also reminded the HODs to strictly monitor the attendance at the directorate and district offices. He also requested all the HODs to send out circular to their respective Head of office at the district level to strictly monitor the attendance.

CS also encouraged other Departments to install the attendance APP currently being used by the Directorate of Youth Resources & Sports which allows the department to monitor the staffs’ attendance effectively.

CS stated that the Hornbill festival 2024 will be celebrated on a bigger scale compare to the past years as this year will mark the 25 edition of the hornbill festival. He is hopeful that with all the assistance from the allied departments all on-going reconstruction and renovation work at Kisama will be completed on time.

Alam stated that there will be two state wide mass social work on 21st October and 3rd week of November before the commencement of hornbill festival. He requested the line departments such as PHE, PWD and Police to extend their maximum assistance in providing manpower and vehicles etc for the social work. He informed that mass social work will be a state wide activity with the active participation of all government departments and the involvement of public as well.

Also while expressing concern on departmental projects being delayed, Alam urged all the concerned departments to take up every departmental project seriously and complete each projects at the stipulated time.

He also reminding all the stakeholders on the Finance Commission visit to Nagaland from 2nd to 4th October 2024 and said that Finance Commission recommendations are very crucial for Nagaland and therefore all departments are requested to extend their maximum support in all possible way. CS also urged all the AHODs and HODs to be in station during their visit.

Emphasising on the importance of capacity building and training for the senior level officers Alam said that there is no age for learning and hence encouraged all officers to enrol in upcoming training programs and also to keep themselves updated with the rules of executive business.

He further highlighted on issues relating to court cases of various departments and also reminded the concerned departments of the upcoming PRAGATI meeting on 30th October 2024. The members also share their suggestions and feedbacks during the meeting.
