Chief Minister, Nagaland, Dr. Neiphiu Rio, in his concluding remarks on the State Budget 2026–27, during the Eighth Session of the 14th Nagaland Legislative Assembly at NLA, Hall, Kohima on 27th March 2026, acknowledged the contributions of all members who participated in the discussion, stating that their suggestions reflected the collective commitment of the House towards the welfare and development of Nagaland.
He expressed appreciation for the constructive inputs shared during the deliberations and thanked members for their meaningful participation. Highlighting the financial challenges faced by the State, Rio pointed out the absence of revenue deficit grants under the current Finance Commission and informed that the matter has been taken up with the Union Government, expressing hope for a favourable response.
Emphasising prudent fiscal management, the Chief Minister assured that the Government remains committed to maintaining financial discipline while ensuring timely payment of salaries, pensions, and essential services. He also said that the Government’s focus on strengthening governance through transparency, accountability, and efficient utilisation of public resources, supported by measures such as revenue mobilisation, digital systems, and expenditure rationalisation.
On infrastructure development, Rio stated that priority is being given to roads, administrative buildings, and urban amenities, while efforts are underway to secure central support for major projects, including the Foothill Road.
Addressing employment concerns, he noted that steps have been taken to streamline government appointments and reduce irregularities through systems like the Personnel Information Management System (PIMS) and other reforms.
The Chief Minister also expressed concern over the growing issue of substance abuse, stating that the Government is addressing the problem through enforcement, community-based interventions, and welfare programmes, while also recognising the deeper psychological challenges involved.
On the Nagaland Liquor Total Prohibition (NLTP) Act, he stated that the Government is carefully examining the matter, taking into account varying public opinions, enforcement challenges, and broader social implications.
He further informed that the State Government is actively pursuing oil and gas exploration and is in discussion with the concerned Ministry to resolve pending issues.
Reiterating that the Budget 2026–27 serves as a roadmap for sustainable and inclusive development aligned with the vision of Viksit Bharat 2047, Rio emphasised a focus on human capital development, infrastructure, livelihood opportunities, and balanced growth across all districts. He mentioned the importance of inclusion, particularly of women and youth, and assured that implementation of the budget proposals would remain time-bound and impact-driven.
Expressing confidence in achieving the State’s development goals through collective efforts, the Chief Minister commended the Budget for consideration and passage by the House.
