The Nagaland Legislative Assembly (NLA) held a discussion on the Motion of Thanks to the Governor's Address during the sixth session of the 14th Assembly at the NLA Hall, Kohima on 4th March 2025. The motion was moved by Advisor, IPR, Soil & Water Conservation, Imkong L. Imchen and seconded by MLAs, Nuklutoshi and Y. Mhonbemo Humtsoe.

Participating on the Motion of Thanks to the Governor's Address, Advisor IPR, Soil & Water Conservation, Imkong L. Imchen strongly advocated and focused on the importance of maintaining healthy education system instead of redeployment and rationalization of teachers for it is widely prevailing in today's Education Department. He said massive transfer and posting of school teachers is in no way helping to the growth of education system as it disrupts the normal system on all fronts.

Imchen also expressed his disappointment over massive transfer and posting of subject teachers along with their posts, which he said is a serious matter and should be addressed with collective efforts.

On flagship programmes, he appreciated the idea of bringing in such innovative programmes and policies in the State. However, while implementing and putting it into action, it is difficult to strictly adhere to the policies and guidelines due to difference in geopolitics.

Participating in the discussion, MLA, Jwenga Seb expressed strong support for the visionary roadmap outlined in the Governor’s Address, highlighting its potential for sustainable progress in the state. He emphasized the importance of a peaceful resolution to the ongoing political issue and underscored the need for every citizen’s voice to be heard in the process.

Jwenga also proposed measures to enhance livestock productivity under the Animal Husbandry & Veterinary Services (AH&VS) department. He pointed out that while Artificial Insemination (AI) has benefited 4,590 farmers, the number remains insufficient. To address this, he suggested increasing the number of AI technicians to expand the program's reach and support more farmers.

Addressing concerns on public service recruitment, Jwenga expressed that the current system may be contributing to social disparity. He proposed implementing reservations at the academic level rather than in job recruitment. Also, he called for a review of the existing reservation policy, suggesting that benefits should be based strictly on household economic conditions rather than community or tribe. He argued that the current framework favours the "creamy layer" rather than reaching the most deserving individuals.

Z Nyusietho Nyuthe in support to the motion of thanks to the Governor’s address Advisor, New & Renewable Energy, Nagaland State disaster Management authority, Z Nyusietho Nyuthe said that Mission Organic Value Chain Development for North Eastern Region has brought direct contact with the company which has encouraged the state organic farmers. 

He said roads are the lifeline for all round development in development programs of various government, appreciated the government’s discussion to extract resources and minerals which will boost the state’s economy.

He also said that under the Mission Vatsayla, government have setup 44 care institutes for the under privileges and vulnerable children and also provide sponsorship to the children which indicates government’s concerns for the children.

Nyuthe, also appreciated the government’s initiative for the creation of Meluri district fulfilling the dreams of the Pochury people 

He also extended his thanks to the Chief Minister of Nagaland, Dr. Neiphiu Rio, members of the 14th Nagaland Legislature Assembly and all the Naga tribes for their contribution towards Meluri district.

Participating in discussion on the motion of thanks of the Governor’s address, MLA, A. Nyamnyei Konyak highlighted on the Nagaland Political issue, stating that this issue has been discussed so much and yet no concrete decision has been made till date, and requested this issue to be completed sooner if possible. He further deliberated on the Agri. and allied department to construct link roads in all remote areas so that machineries can be transported easily for use in the fields. He also requested the department to expose the different schemes for the benefits of farmers. Konyak also requested the PHE department to make reservoirs with high capacity to store water, to be used during scarce and dry seasons.

Referring to transfer and posting of teachers in the department of School Education, Konyak suggested that the transfer and posting should be done in consultation with the concerned sitting members of NLA.

In the Art & Culture, he mentioned that in order to preserve the rich cultural heritage, a cultural center be constructed for all tribes in all the districts.

Participating on the discussion Advisor, Law & Justice, Land Revenue, T.N Mannen remarked on the Naga Political issue, where he said that this issue is getting dimmer and dimmer, and urged to renew for early settlement, which is honorable inclusive and acceptable to all. In his opinion, he also mentioned that our Naga brothers are becoming further divided, therefore he urged everyone to rededicate and strive for unity. On employment sector, he said that employment to every youth will not be possible. Therefore, he suggested other alternative like sports facilities to be taken up, where the government should provide better and more facilities and trainings to encourage and build up the sportsman spirit to our upcoming youths.

MLA, Dr. Neisatuo Mero mentioned that the Health & Family Welfare Department plays an important role and with the introduction of Chief Minister’s Health Insurance Scheme (CMHIS) and Chief Minister’s Motor Operation Theater (CMMT) have benefited many patients and the people of the State

He also mentioned that with the Initiative of Chief Minister and the team led by MLA, Dr. Tseilhoutuo Rhutso operated a total number of 21 patients at the Community Health Centre, Pfutsero.

He also mentioned that the government has also created avenues for the medical students by bringing about the long awaited medical college which has open doors to pursue MBBS in our own state 

He mentioned that in the power sector the government took up many programs under the initiative of the Minister for Power and the department following the launching of the PM Surya Ghar Muft Bijli Yojana scheme which will save money and generate clean energy for consumers and its low maintenance cost and reduce the use of fossil fuels and combat climate change. 

MLA, A. Nyamnyei Konyak supplementing his question on the construction of foothill road thanked the Chief Minister, Dr. Neiphiu Rio for allocating funds towards the construction of foothill road which touches Mon, Longleng, Mokokchung and Wokha districts. He urged the Leader of the House and the Minister in charge for Roads & Bridges to complete the road in time without taking all the public grievances and differences into account; stating that it is impossible on the part of FHRCC or any other Civil Society Organisations (CSOs) to maintain the road in future. 

MLA, Achumbemo Kikon participating on the Motion of Thanks to the Governor’s Address suggested that, the continued persecution of Christian minority in other parts of the country be conveyed to the Central Government through the BJP legislators of the Nagaland Legislative Assembly. 

Kikon is of the view that the areas inhabited by the Assam Rifles in Nagaland be also shifted out from the human habitation in order to avoid any untoward incident in future. On Naga Political Issue, he reiterated the integration of all Naga ancestral areas. He also shared his concerns on coal mining and oil exploration in Wokha district, issue of introducing ILP in Dimapur, Chümoukedima and Niuland, where due recognition and safeguard be given to the permanent settlers in these districts, and identify the recent immigrants on the other hand while forming the policy on this urgent matter.  

He appreciated the idea of introducing a Smile App in the Education department, and suggested to be implemented only in urban areas due to poor network. And for the rural areas, communitization of govt. institutions be continued by re-empowered the Village Councils and other village functionaries in the village.

He also appreciated and welcomed the idea of introducing Nagaland Super League owing to its influence on youths from the addiction of alcohol and other substance abuse. 

On reservation issue, Kikon informed that no action taken report has been reported so far at the government level. Therefore, he strongly voiced out that the government should come up with a clear policy on reservation where all the sections in a society are benefitted without deprivation.

MLA Dr. Sukhato A. Sema, participating in the discussion, expressed gratitude to the Department of Agriculture, AH&VS, Horticulture, Food and Civil Supplies, Geology and Mining, Power Department, PWD, CAWD, and H&FW. He also emphasized the urgent need to bring a resolution to the long-pending Nagaland political issue.

Advisor for School Education, Dr. Kekhrielhoulie Yhome, stated that schools are categorized into A, B, C, and D based on student enrollment, with category D having zero enrolment. Citing data from several schools, he explained that teacher rationalization follows a simple mathematical approach, with surplus teachers being transferred to schools in need. He highlighted the necessity of winning public trust and bringing students back to government schools. However, he noted that the lack of a clear census hinders the effective rationalization of teachers.

Dr. Yhome added that teacher recruitment is underway through NPSC, and the newly recruited teachers will be able to do more justice. He pointed out that in some schools, children are not only being taught academic subjects but also receiving vocational training.

Regarding the recent transfer of teachers, Dr. Yhome explained that it was done taking note of the closure of some schools, resulting in surplus staff, as well as requests from legislators and considerations such as teachers’ major health issues. He assured that the transfers were conducted in compliance with regulations. He stressed that for good teachers to be posted in villages, students must also return to these government schools.

He further emphasized the need to restore the excellence of the Commonwealth system, citing examples of successful government schools in New Zealand and other countries. He further stated that there would be no schools if no quality is maintained. Also, he highlighted the SMILE App, which will bring a significant change by digitally monitoring teachers’ attendance.
