A meeting on the District Business Reform Action Plan (DBRAP) was held at the Conference Hall of the Deputy Commissioner’s Office, Dimapur, on February 27, 2026. The meeting was chaired by Dr. Tinojongshi Chang, NCS, Deputy Commissioner, Dimapur.
The meeting focused on discussing the modalities and implementation framework of the District Business Reform Action Plan aimed at improving the ease of doing business at the district level. Heads of various line departments attended the meeting to deliberate on the reforms and their effective execution.
Yawelie Noudi, Deputy Director, Department of Industries and Commerce, led the session by giving an overview of the Reform Action Plan. He highlighted the objectives of the Business Reform Action Plan (BRAP) initiated by the Department for Promotion of Industry and Internal Trade (DPIIT), and explained how the District BRAP is envisioned as a state-driven exercise to strengthen business-related approvals and services at the district level.
A PowerPoint presentation was delivered during the meeting, detailing the components of the District BRAP and State BRAP, including time-bound inspection systems, digitization and mutation of property, district-level investment facilitation, and fostering startup growth in Tier 2 and Tier 3 cities. The presentation also outlined the total number of reforms under DBRAP and SBRAP, along with reporting templates and roles and responsibilities of district and state authorities.
The Deputy Commissioner emphasized the need for timely processing of approvals, licenses, and No Objection Certificates (NoCs), and called for coordinated efforts among departments to ensure smooth implementation of the reforms. He urged all departments to actively participate and ensure accountability in order to enhance transparency and create a business-friendly environment in the district.
The meeting concluded with discussions on reporting mechanisms, timelines, and integration of district-level approvals into the state dashboard for effective monitoring.
