A meeting on the Registration of Births and Deaths (RBD) was held under the chairmanship of the Deputy Commissioner, Zunheboto, Dharam Raj, IAS where key directives and procedures were discussed in line with the government’s guidelines on 11th November2025 at DC’s Office Zunheboto.
In his welcome address, the DC informed that directions had been received from the Government of Nagaland regarding the proper implementation of the Registration of Births and Deaths Act. He emphasized that the registration of births and deaths shall be carried out only through the concerned Registrar (DSO). Further, he stated that in cases where the delay in registration exceeds one year, the registration will be done only with the authorization of the DC or any competent authority duly nominated by the DC.
District Statistical Officer (DSO) Zunheboto, Rhan Kithan laid out the agenda for the meeting, highlighting that the RBD Act 1969 (amended in 2023) designates the Department as the Nodal Department for registration purposes. Kithan further stated that false information furnished for Birth and Death while obtaining certificate is punishable offence under RBD ACT 1969 .The meeting also discussed strengthening collaboration with the Education and Medical Departments for better coordination and reporting.
During the discussion, the following key points were highlighted:
1. Village teachers may serve as local registrars.
2. Suggestions from the members were noted and taken into consideration.
3. Registration must be completed within 21 days; any registration beyond 21 days will be treated as delayed.
4. Rural registrars are required to submit monthly reports of births and deaths to the District Office.
5. Medical certificates for the cause of death, in cases of natural death, do not fall under the medical certificate cause of death (MCCD) scheme and can be directly obtained from the DSO.
The meeting concluded with a collective understanding to ensure timely and accurate registration of births and deaths across all administrative levels.
