The newly constructed Flat-Type Staff Quarters at Taxes Colony, Dimapur, was officially inaugurated by Advisor for Taxes and Civil Administration Works Division (CAWD), Kudecho Khamo on 29th November 2024. The event marked a significant milestone in the government’s commitment to improving the welfare and living conditions of its employees.
Addressing the gathering, Khamo expressed his appreciation for the successful completion of the project, acknowledging the leadership of Chief Minister, Neiphiu Rio and the dedication of the project team led by Er. Ketousielie Kengurusie, Executive Engineer, PWD (H), Estate Division, Kohima. He also commended Wabang Changkiri of M/s Flowmore Construction for completing the project well ahead of schedule.
Khamo highlighted the importance of robust tax administration in strengthening Nagaland’s economy, noting that the State Taxes Department is the highest revenue-generating body, collecting ₹1,356.91 Crore in 2023-24. Despite challenges in revenue generation, with internal collections accounting for only 12% of the estimated ₹18,034 Crore revenue for 2024-25, Khamo urged department officials to work with greater dedication and professionalism. He also called on taxpayers to contribute actively to the state’s development.
He further emphasized the government’s efforts to enhance tax administration through infrastructure development, mentioning the newly inaugurated quarters and ongoing projects such as the Directorate Office in Dimapur and facilities in Kohima, Phek, and Noklak.
Er. Ketousielie Kengurusie presented the technical report, detailing the construction process. The five-story RCC residential building covers a total area of 25,000 square feet and includes 16 flats: 10 two-bedroom units (900 sq. ft. each) and 6 three-bedroom units (1,200 sq. ft. each). The facility also features parking for 20 vehicles, a passenger lift, ramps for accessibility, a deep borewell and an underground water tank with a capacity of 1 lakh liters.
The project was completed in two phases at a total cost of ₹9.15 Crore. Phase 1 (₹4.73 Crore), which included the basement, ground floor, and first floor, commenced in March 2020 and was completed in August 2022, seven months ahead of schedule. Phase 2 (₹4.41 Crore), comprising the second and third floors, began in August 2022 and was completed in September 2024, ten months before the deadline.
Kengurusie thanked M/s Flowmore Construction for their timely execution and adherence to technical specifications, as well as the department for ensuring timely fund disbursement.
The program began with a dedication prayer by Dr. Yanbemo, Senior Associate Pastor of Lotha Baptist Church, Dimapur, followed by the unveiling of the inaugural plaque by the Special Guest.
The Chairperson, Y. Mhathung Murry, Special Commissioner of State Taxes, welcomed the attendees and lauded the project’s role in promoting employee welfare. Wabang Changkiri, representing M/s Flowmore Construction, also delivered a brief address, attributing the project’s success to collective efforts.
A special song was presented by Longshithung Patton and friends, Youth Director of Lotha Baptist Church, Dimapur. The program concluded with a vote of thanks by Lima Imsong, Additional Commissioner, State Taxes, Nagaland, Dimapur, and a benediction prayer by Rev. Dr. Athsan, Pastor of Yimkhiung Baptist Church, Dimapur.
