In view of the forthcoming General Election to Nagaland Legislative Assembly, 2023 a four-day Certification Programme for Returning Officers (ROs) & Assistant Returning Officers (AROs) of Nagaland in two simultaneous batches from 13th to 16th December 2022 (Phase-II) began at the Administrative Training Institute (ATI), Kohima on 13th December 2022.
The second phase of the Certification Programme is being conducted for the districts – Kohima, Zunheboto, Mon, Tuensang, Longleng, Noklak, Shamator, Mokokchung, and Wokha.
During the inaugural session, Addl. CEO, Ruokuovituo Khezhie gave the welcome address and highlighted the important role played by the Returning Officers and Assistant Returning Officers in the conduct of the election. The programme was chaired by DCEO, Alila Chang, and a vote of thanks was proposed by Jt. CEO, Sharon Longchari.
The four days simultaneous training programme is being conducted by Resource Persons/National Level Master Trainers (NLMTs) deputed by the Election Commission of India (ECI). The various sessions will include Nomination including instructions on criminal antecedent, Scrutiny of Nomination, withdrawal of candidature and allotment of symbol, Model Code of Conduct, Qualification and Disqualification, E-Roll, District Election Management Plan including COVID Guidelines, Service Voter Portal, EMS, ETPBS, NGRS, Observer Portal, IT Application including Nomination, Permission, Poll Day, Counting, etc, Postal Ballot, Counting, Polling Party and Poll Day arrangement, Vulnerability Mapping, Expenditure Monitoring, Paid News and MCMC, EVM-VVPAT Administrative Procedure, EVM-VVPAT Hands-On.
