The District Development Coordination and Monitoring Committee (DISHA) Chumoukedima, convened a meeting on 16th July, 2025 at the DC Office’s Conference Hall, Chumoukedima.
DISHA seeks to achieve this by facilitating a quarterly review of all development activity at the district level. It is implemented for the improvement of infrastructure and for improving human development and the well-being of people. The DISHA committee will have the powers to seek information and demand effective follow-up on issues raised during the deliberations at the DISHA meeting.
MP, Lok Sabha, S. Supongmeren Jamir, in his address, stressed that every member gathered here today in a DISHA meeting comes with responsibilities. He informed that the committee is headed by the Department at the district level, the State level Committee, headed by the CM and the Co-chairman Chairman headed by the Rural Development Minister and the members secretary, headed by the DC. He pointed out that forming a District Committee alone won't help, until and unless we all put our heads together, find out whatever problem the head of the officers is facing.
He said that, as the head of the department in the district, they have a limited power to exercise, as they are in lieu to whatever the direction is given from the directorates but this meeting is the right platform to discuss on how to execute the purpose for the activities of the government, what are the challenges when you are heading the project and whether you can put forward any positive suggestions for steady implementation of the project or what are the problem facing at the grassroots or ground level.
Jamir stressed the fund flow of the ministry, where he said that if there are any kind of problems faced in getting the funds, then the committee can recommend to the DISHA Committee, as well as whatever is possible for the subject matter, he can put forward to the ministry for recommendation. He stated that, on the part of non-officials, like him, is to co-operate and assist between the grassroots and the head of the department. He informed that some directives have been given from the ministry, that during the selection of the project, only genuine and eligible candidates as per the guidelines of the departments are to be selected, if that is not done, then the subject to review is not possible. Also, on implementation, which is supposed to reach the grassroots level, if it does not reach the people, there will also be a subject for review of implementation and diversion of funds. He added that all those are the few activities that will be initiated by the non-officials.
He informed that, to solve all these problems, the Ministry has given 30 days to see that things are settled down accordingly, and non-officials will be taking steps to see that it is implemented. The more active, the more cooperation has to be prompt to do that, and it will be the duty of the non-official members to carry it down to the grassroots levels. He also suggested the committee that, as per the new guidelines we have to nominate 2 to 3 village council chairman, if permanent chairman's are nominated from the village than other village chairman will be deprived from sharing their problems, so suggested that instead of appointing the permanent members, if the DC can go rotation wise, so that council chairman's can hear what projects are going on and for spreading awareness in their respective district.
He also suggested that some NGOS can be covered by non-officials and newly constituted Town councils can be covered by District administration, so they can highlight their problems at the State level as well as the District planning board. He mentioned that a committee have jurisdiction to discuss and if they find out any positive implementation projects or activities, it can be put forward to the district planning board, and the remaining can be put forward to the State level DISHA committee.
In conclusion, he said that no one will serve in Chumoukedima district for a longer period, so he urged all to enjoy the responsibilities that are given by the department and show their achievement. He encouraged all HoDs and non-officials to put their heads together because, as a new district, there is a need for efforts to put, do things and follow up on many schemes. He informed that there are 97 centrally sponsored schemes under DISHA. This committee is not an RTI to accuse each other, but it's a committee to bring a positive solution and see that all the projects are completed on time. He looks forward to seeing more activities and positively taking things.
DC, Chumoukedima, Polan John, NCS, in his address, informed the members that the last DISHA meeting in the Chumoukedima district was held on 31st March 2023; since then, there had never been a DISHA meeting. He informed that DISHA, in Hindi word term direction or cause. The DISHA committee is to monitor all the centrally sponsored schemes and programmes that are implemented in various districts.
He pointed out that, on 15th April, 2025, the Ministry of Rural Development had modified the guidelines of DISHA, by stating that programmes and schemes implemented under the Ministry of DONER will come within DISHA. The mandate of the DISHA Committee is to ensure that all flagship programmes or centrally sponsored schemes are implemented in accordance with the guidelines. The committee has to facilitate, coordinate and do convergence between the various departments and it has to address issues of implementation, remove the bottle necks and try to leverage various schemes to bring about transformation in the district, while deliberating or examining the issues, if any issues which is to be taken up at the parliamentary level or at the State Assembly.
He pointed out that the issues can also be identified, and one key aspect is the timely completion of the schemes, saturation and Coverage. Based on the feedback of the grassroots level, he assured to improve or make modifications to the design of the various central schemes. Also informed that DISHA as a committee can look over various complaints or grievances which can be brought to the committee and also monitor the fund flow and utilisation of various funds released by the Ministry for implementation in the district.
All members of the committee presented the status of various Government Programmes being implemented in their respective Departments.
