In view of the lifting of total lockdown on 15th July 2020 in Mon district DC Mon, Thavaseelan K has notified that the following guidelines will be enforce in the whole of Mon district till further orders.

Everyone should treat himself/herself as asymptomatic carriers of COVID-19 and should take necessary safety precautions and stigmatization of returnees release from the quarantine centres, wearing of mask is compulsory in public places, in workplace and during transport. A fine of Rs.100 will be imposed for violation. Spitting of public places is strictly prohibited, selling of tobacco, gutka and other tobacco products is strictly banned. Persons above 65years and children below 10years are advised to stay at home except medical emergencies. Large public gathering for social, religious, cultural, academic purpose will continue to remain prohibited. Not more than 20 people will be permitted incase of funerals. The concerned ward/village task force are strictly enforce this provision. All shop owners will sell goods to customers only upon production of the household movement permit/authorization letter issued by the district administration. Hair cutting saloons, beauty parlors, hotel and dine in restaurants will remain closed. Home delivery is permitted. Only one person per household is allowed to come out for procuring essential commodities and withdrawing of cash from the Banks/ATMs.

Failure to do so will invite strict disciplinary action under section 188 of the IPC. Vehicles plying from Assam carrying essential commodities for Mon town and various subdivisions will be allowed from Monday and Saturday. The total lockdown will continue to remain enforce in containment zones unless notified otherwise. All activities within containment zones will be strictly monitored by the ward task force, village task force for delivery of essential goods/services. Any person violating these measures will be liable to be prosecuted against as per the provisions of the section 51 to 60 of the Disaster Management Act, 2005, besides legal action under section 188 of the IPC and other legal provisions as applicable.

            In another order the Deputy Commissioner, Mon Thavaseelan K IAS informed that the following activities are banned with immediate effect.

1.      Commercial import and trading of dogs and dog markets.

2.      Commercial sale of dog meat in markets and dine in restaurants.

Any person found violating this order shall be punished under Section 428 & 429 of the Prevention of Cruelty to Animals Act, 1960, Section 11 of the Indian Penal Code, 1860 and any such other provision of law as may be applicable.
