The Improvised Traffic Control System was officially launched by the Traffic Police on the 25th of July 2023 at Holy Cross Point, Dimapur. Delivering a short speech, Member Secretary of Nagaland Pollution Control Board and State Nodal Officer, NCAP, Hukato Chishi, IFS said that the National Clean Air Program (NCAP) was founded and sponsored by the Ministry of Environmental, Forests, and Climate Change of the Government of Nagaland, where the Central Pollution Control Board (CPCB) have set standards for air quality in towns and cities across all states. He stated that Dimapur Pollution Control Board has seven Respirable Dust Samplers (RDS) and Kohima has three RDS, instruments that analyze air samples and send them to the Central Pollution Control Board. However, he noted that based on the data submitted by the NPCB to the CPCB, both Kohima and Dimapur have not met the air quality standards set by the CPCB. He further added that while the air quality of Kohima City has been improving for the past three years since the launch of NCAP, Dimapur's air quality has been decreasing.

Hukato Chishi acknowledged the Commissioner of Police and his team for providing a platform for the Pollution Control Board to reach out to the citizens of Dimapur and Nagaland. He also requested the District Administration, DMC, Police, East Dimapur Police Purana Bazaars, ADC Chümoukedima, Forest Departments, and other concerned departments to work together as a team in achieving the target of improving air quality in the area.

Commissioner of Police Dimapur, Kevithuto Sophie, IPS expressed gratitude to the NPCB and the Department of Environment and Climate Change for sponsoring the concept of 'cleaning the environment to a certain extent'. In his short speech, he emphasized that Dimapur Traffic Police was selected as one of the six departments for this noble concept, as everyone is aware that we live in a polluted world. He urged citizens to take responsibility for cleaning the environment and emphasized the importance of abiding by traffic rules and signals to create a cleaner air environment for Dimapur City. He also informed that the traffic lights at Holy Cross Junction and Nagarjan Junction would be controlled annually from the Traffic Point Control room.

After the program, the Commissioner of Police launched the ITCS at Holy Cross Traffic Point and Nagarjan Junction Traffic Points. The program was chaired by Ngimchule Nampeung, ACP (T) Dimapur, and invocations were offered by Rev. Rakhu Livi, Pastor, Dimapur Police Baptist Church.
