Nagaland State Social Audit Agency, Social Audit Unit, Kohima conducted District Level Social Audit Public Hearing on Samagra Shiksha FY 2023-24 in Longleng at the VDB & VCC Association Conference Hall on 23rd November 2023.
Marking a significant milestone in educational accountability, the Nagaland State Social Audit Agency's Social Audit Unit conducted the second phase of the District Level Social Audit Public Hearing under the Samagra Shiksha scheme for Longleng district, audited during the fiscal year 2022-23. This exhaustive audit encompassed 24 schools situated across 13 villages, including Yongam, Yongshei, Shamshanching, Yongnyah, Tangha Sanglu, Pongo, Hongnyu, Yongphang, Auching, Sakshi, Yimchong, and Yangching.
Moian Avennoho, the Chairperson of the programme and Assistant District Coordinator for Samagra Shiksha in Longleng, extended a cordial welcome to the officials and participants. During her opening address, she set the tone for the proceedings, emphasizing the significance of the social audit in promoting transparency, accountability, and community involvement within the educational framework.
The Assistant Director of NSSAA, Social Audit Unit, Imlirenla Sanglir further underscored the importance of adhering to proper procedures and guidelines to ensure the realization of inclusive and equitable quality education.
Dr. Samuel Akho Konyak P, NCS, EAC Longleng Hq & in-charge of Yongnyah Circle, Longleng representing District Administration, expressed his concern regarding the existence of proxy teachers detected during the social audit process. He assured that appropriate corrective measures would be initiated and emphasized the imperative need to rationalize the distribution of teachers across different districts to maintain a balanced ratio conducive to effective education delivery.
Representatives from the Samagra Shiksha State Office, led by Imlikokba Aler, Sr. Accountant (SMO), gave explanation and clarification on various issues raised by the house during the hearing. The diverse gathering included officials from ADC, DEMO (SS), staff, Head of the Schools, Teachers, SMC SMDC, Village functionaries, parents, student representatives, VLOs, and media personnel.
The presentation of findings during the public hearing was conducted by District Resource Person, Toshimanen Jamir. He meticulously addressed issues identified during the social audit, ranging from teacher shortages and the presence of proxy teachers to inadequate facilities and safety concerns within the schools. The ensuing discussions led to the passing of following resolutions aimed at instigating corrective measures to address the identified challenges.
1. Immediate action is to be taken towards identified proxy teachers in GPS/GMS Auching (3 proxy teachers), GHS Sakshi (1 proxy teacher), GMS Yongam (4 proxy teachers), GPS Hongnyu (2 proxy teachers).
2. EBRC is mandated to coordinate and regularly monitor schools to ensure effective implementation of educational programs.
3. SMDC & SMCs, with community contributions, are tasked to assist schools in provisioning clean drinking water for schoolchildren.
4. Initiate sensitization programs for SMCs, SMDCs, and SAFT (School Audit and Follow-up Team).
5. Rationalize the distribution of teachers posted in different districts, with consultation from respective District Education Offices.
6. Allocate an unused school grant of Rs 25,000 to ADC (SS) DEMO, Longleng, for further necessary actions.
7. Advocate judicious utilization of school grants for intended educational enhancements.
8. Emphasize the construction of separate toilets for boys and girls in schools to ensure sanitation and hygiene.
9. Prioritize the provision of clean drinking water to schoolchildren for their health and well-being.
10. Issue larger-sized uniforms, two sizes larger than the normal measurement, to accommodate students effectively.
11. Ensure electrification of all schools to create a conducive learning environment.
12. Encourage the continuation of School Safety Committees (SSC) within educational institutions.
13. Display School Safety Pledge prominently in the school campus for awareness and adherence.
14. Implement corrective measures for issues identified in KGBV Hostel to enhance overall safety and well-being.
15. Mandate the submission of Action Taken Reports (ATRs) within a month, effective from 25th November 2023, to track progress on the resolutions adopted during the public hearing.
This comprehensive initiative reflects the government's commitment to addressing challenges, ensuring transparency, and continually improving the education sector for the benefit of all stakeholders involved.
