FIRST STATE TASK FORCE MEETING ON COVID-19 VACCINE

The first State Task Force Meeting on COVID-19 vaccine was held on 15th December 2020 under the chairmanship of the Principal Secretary, Health and Family Welfare. Senior officers from Directorate of Health and Family welfare, DIPR, WCD and SWD attended the meeting along with state level development partners from WHO, UNICEF and UNDP.

The STF deliberated on the roll out of COVID-19 for the first phase and the role of all stakeholders in the state wide campaign. There will be regular monitoring of the database in the COWIN dashboard so that no health units and beneficiaries are left out in the first phase. State will ensure Health care worker data is validated. DC and CMOs will ensure 100 percent registration.A line list of all cold chain points with current storage capacity, storage used by RI vaccines and storage for COVID-19 vaccine/ shortage of space will be highlighted as per population or beneficiaries. The next STF meeting will have a presentation on district wise status of cold chain points.

Monitoring and supervision of cold chain points in addition to the COWIN dashboard will be done by state and district level officers. Joint directorsi/c of districts will be deputed for the same. The supervisors, cold chain technicians and other managers will ensure NCCMIS portal, S4i app is used during supportive supervision and NCCMIS portal is updated monthly.

Specific roles of all departments / stakeholders were also discussed wherein it was decided that IEC Wingfrom the DHFW will coordinate with DIPR for appropriate awareness and IEC activities. Social welfare department will be part of the Vaccination team. CDPOs, other supervisors, and Anganwadis will be designated specific roles for the same. AWW will specially be needed in urban areas where there are no ASHAs.School teachers from School Education Department will be designated roles in the vaccination or supervision teams.NRLM - RD department will actively support in mobilisation and arrangement of necessary logistics as and when needed and will be part of vaccination teams.Municipal bodies, NGOs, FBOs will be actively involved for mobilisation and awareness activities as and when required.

The District administration will coordinate all interdepartmental activities and the next STF will is tentatively scheduled on 6th Jan 2021.Microplanning of the campaign will be led by the DC and CMO in all districts.

The following broad guidelines will be followed for the FIRST PHASE Vaccination of Health care workers:

a.       Session sites will be clubbed as per line list of beneficiaries. PHCs with low beneficiaries can be clubbed accordingly to minimise wastage, taking into account cost and feasibility of transport.

b.      The first phase will be planned in health units with Cold chain points (Fixed session sites). In urban areas with high case load, sites without cold chain can also be included to avoid crowding.

c.       All districts will submit line list of all session sites with beneficiaries and names of 5 vaccinators for all sites on or before 4th January 2021. The excel sheet will be prepared at the state level.

The next STF is to have participation of all stakeholders including Home Department, School education, civil bodies, FBOs etc.
