The inaugural programme of the training module for senior officers on State Policy: Formulation, Implementation and Evaluation was launched by Chief Secretary, J. Alam, IAS at Administrative Training Institute, Kohima on 14th November 2022. The Personnel & Administrative Reforms Department, Nagaland is conducting the five day State level training in collaboration with St. Stephen’s Centre for Advance Learning, St. Stephen’s College, New Delhi, and the Information Technology & Communication Department, Nagaland is assisting in the virtual conference session.
Addressing the senior officers present in the training, Chief Secretary, J. Alam, IAS stated that policymaking is a serious business and as bureaucrats, they are expected to know how policies are formulated and also be aware of the finer points of policymaking. He said that Nagaland being a small State and its administration simpler than other states is perhaps the reason why the State has been working with simpler policies but as society is progressing and complexities increasing, he said that a deeper understanding of policy formulation is essential for serving bureaucrats in Nagaland.
J. Alam stated that public policy is not a simple statement of objectives but it has many facets, rules, and regulations concerning the law, certain constitutional provisions, financial constraints, and when formulating policies all these aspects have to be kept in mind and how best to achieve the objectives. He also thanked St. Stephen’s Centre for Advance Learning for helping with the training. Stating that these kinds of training held at senior levels is more for the exchange of ideas rather than a one-way process, he also suggested the senior officers share their experiences.
The resource persons for the training are Inderjit Khanna, former Chief Secretary, Government of Rajasthan; Prof. Amar Nayak, Professor of Strategy & Chairperson, Centre for Regenerative Ecosystems Design Xavier Institute of Management, Bhubaneswar; and Deepak Sanan, former Additional Chief Secretary, Government of Himachal Pradesh.
Officers taking part in the training are from the departments of Information & Public Relations, Youth Resources & Sports, Transport, Rural Development, Social Welfare, New & Renewable Energy, Health & Family Welfare, Home, Soil & Water Conservation, ATI, Urban Development, Agriculture, School Education, NPWD (Housing), Home, Commissioner Office, Tribal Affairs, Food & Civil Supplies, Water Resources, Higher Education and Land Resources.
