The proposed online implementation of the Inner Line Permit (ILP) system in Dimapur, Chümoukedima, and Niuland districts is set to proceed, was announced by Deputy Commissioner Dimapur, Dr. Tinojongshi Chang after a coordination meeting with community leaders on 20th May 2025 at DC’s Conference Hall, Dimapur. 

Representatives from various community and social organizations attended the meeting to discuss the rollout. Dr. Chang reaffirmed the state’s commitment to ILP implementation, following a May 14 directive. He clarified that the meeting aimed to engage stakeholders and address concerns.

The ILP will be implemented without delay. Exemptions under 'Category III' will require Smart Cards or PRCs. A formal notification on the timeline will be released soon. Non-Naga indigenous residents without PRCs are under consideration for certification.

The process will be fully online for ease of access. An ILP enforcement cell will also be formed to ensure compliance. Residents who settled before 1963 will receive Smart Cards, and those between 1963-1979 will be given PRCs.
