The Office of the Chief Electoral Officer, Bihar, Sardar Patel Marg (Magas Road), Patna – 800015 has informed for Special Intensive Revision campaign in Bihar, appealing to the remaining voters to fill the counting form and provide the necessary documents by July 25, 2025.
Under the Special Intensive Revision (SIR) campaign in Bihar, out of a total of 7,89,69,844 voters as on 24 June 2025, counting forms have been received from 6,99,92,926 voters (88.65%) so far. In the light of the press release of the Election Commission of India dated 16.07.2025, only 6.85% (54,07,483) voters are left in the Special Intensive Revision Campaign, from whom counting forms are to be received within the next 9 days, i.e., by 25 July 2025. It is possible that many of these voters have temporarily gone out of Bihar, who can fill the counting form through online medium or with the help of family members. So far 6,47,24,300 (81.96%) forms have also been uploaded. The draft electoral roll will be published on August 01, 2025 and the period for claims and objections is fixed from August 01, 2025 to September 01, 2025.
Voters temporarily out of Bihar can also fill the online counting form themselves through their mobile phone, website https://voters.eci.gov.in or ECINET App. Apart from this, they can download the pre-filled form and send the signed copy to the BLO via WhatsApp, e-mail or other means, or send it to the BLO through a family member.
Any of the following 11 documents can be attached for filling up the calculation form in Special Intensive Review:
1. Identity card or PPO issued to a regular employee/pensioner of any Central/State Government/PSU
2. Any document issued by any Government/Local body/Bank/Post Office/LIC/PSU in India prior to 01.07.1987
3. Birth certificate issued by the competent authority
4. Passport
5. Academic certificate issued by recognized Board/University
6. Permanent residence certificate issued by the competent state authority
7. Forest Rights Certificate
8. Caste certificate issued by the competent authority
9. National Register of Citizens (where available)
10. Family register prepared by the State/Local authority
11. Land or house allotment certificate issued by the government
If any one of these mentioned documents is attached with the enumeration form, then the Electoral Registration Officer gets convenience in the process of adding the name. If the documents are not available immediately, then the documents can be submitted later by 25 July 2025 or during the claim-objection period (01 August 2025 to 01 September 2025). The enumeration form is required to be made available by 25 July 2025 for inclusion of the name of the voter in the draft voter list.
