            MLA, Kuzholuzo Azo Nienu participating in the general discussion on the budget said that the budget is pro people and is in common man’s interest. He suggested that a consultative meeting of all the 60 members be held regarding the budget. He suggested that the nomenclature of Advisor should be changed to Minister of State. Nienu further called upon all to do away with ism to do justice for all sections of the people.      

Regarding oil exploration in Nagaland, he opined that the Government of Nagaland should sit across the table with the Government of Assam and work out the disputed areas so that the revenues come to Nagaland and make the State Government a larger stakeholder and generate revenue as the present agreement is not conducive for the State. 

Advisor, Z. Nyusietho Nyuthe participating in the discussion on the budget 2023-24, termed the budget a comprehensive and citizen-oriented budget. He said that the budget gives equal importance to both the urban and rural population and appreciated the inclusion of youth empowerment.

MLA, Naiba Konyak termed the budget 2023-2024 ENPO friendly and described the budget as the best ever presented on the floor of the Assembly. Konyak also thanked the leader of the house for considering the plight of the backward tribes and placed ENPO's demands under the Ministry of Home Affairs, GOI in line with the Naga Political Issue. 

He appreciated "Brand Nagaland" and "Naga Soft Power" mentioned in the budget aimed for excelling in the chosen fields and careers. He also suggested that the students of backward areas be allowed to go for coaching classes with financial assistance by the government as per the plans and schemes in the area of capacity building by the government. He also appreciated the introduction of CMHIS and urged the government to actively implement. 

Since 2023 being the international year of millets, Konyak appealed to the government to give more importance to the eastern areas since majority of the cultivators practiced Jhum cultivation where millets are grown on a large scale. 

MLA, P. Longon said that Nagas yearn for peace and development after traversing through such a tumultuous journey on the issue of Naga Political problem. As such, opposition less government is needed to bring mutual consensus on any issue(s) related to Indo- Naga Political issue. Longon appreciated the budget 2023-2024 as it brought to a considerable level on all fronts though the State being a non-revenue state. He appealed to all the stakeholders to judiciously utilize funds at the maximum level in a just and fair manner, and urged the government of the day to focus more on development of rural areas.

Minister for PHED and Corporations, N. Jacob Zhimomi on general discussion on Budget Speech expressed his thought on Naga Political for a speedy conclusion and the Government of Nagaland government being a responsible stakeholder should directly involve as a party to look into the working system to see how it is headed. 

On the Introduction of CMHIS he appreciated the approach of the government which will benefit the sections of middle class, lower middle class and below poverty line citizens of the state to facilitate in health sector.

Agri and allied being the main stay and economy of Nagaland; average per capita income in the rural needs to checked and pushed so that they become self-reliant, he added. 

Huge losses in the power revenue sector due to communitization policy in the rural areas should be checked and by applying rechargeable power meter the power revenue can improve. He also apprised the issue in poor services of the telecom service providers which the government needs to take up the issue for better services.

Advisor, Fisheries & Aquatic Resources, A. Pangjung Jamir appraised the house on budget utility for the maximum development of the State, to use in a transparent manner.

MLA, A. Nyamnyei Konyak suggested that hydro projects should be set up in different districts so as to generate more power and revenue. Konyak also sought for early completion of the foothill road

Advisor, Food & Civil Supplies and Legal Metrology, K.T. Sukhalu mentioned on transfer and posting of government officials, recruitments through NSSB and regulation of Nagaland Liquor Total Prohibition Act, 1989. 

Advisor, School Education and SCERT, Dr. Kekhrielhoulie Yhome said that the budget is comprehensive with special stress on capacity building, youth centric initiatives and innovative.

MLA, Achumbemo Kikon who participated on the discussion on the Budget 2023-2024 said that the people of the state have been expecting a lot from the present government. He thanked the Chief Minister & Leader of the House, Neiphiu Rio on the formation of an opposition-less government.

On LADP, Kikon stated that the present allocation is not sufficient to bring any kind of development in the constituency because of which he earnestly appealed to the government to look into and enhance the amount from the present allocation of 1.5 cr. to 3 cr. Bhandari being an Inspection Bungalow since 1957, he also suggested on the formation of “Installation & Introduction of Sub-Divisional Planning & Development Board” under Bhandari Sub-Division.  He also urged the government and the department concerned to look into the matter of ‘Human & Animals Conflict’ in Bhandari Sub-Division where elephants damage properties and cultivation including human lives.

On oil exploration and extraction, he requested the government to find out the best possible ways to benefit the people with proper understanding of the land owners and locals of those particular areas. On liquor prohibition, he suggested to organize a healthy debate on all aspects along with the churches, women, students etc and find out the best possible solution.     

Advisor, Transport and Technical Education, Temjenmenba who participated on the discussion on the budget 2023-2024 described budget as a vital instrument of the Government. He said the Budget 2023-2024 emphasized on overall sectors in line with the capacity building initiated by the Government. He also mentioned on the importance of CSR in the budget which he said will be a model to bring all round development in the state. He appealed to all the departments to calibrate new ideas and revitalise and reverse the deficit trend in the state’s exchequer. He also added that the budget 2023-2024 is a perfect recipe to create excellence.

Advisor, NRE and NSDMA, Z. Nyusietho Nyuthe participating in the discussion on the budget 2023-24, he termed the budget a comprehensive and citizen-oriented budget. He said that the budget gives equal importance to both the urban and rural population. Nyuthe also appreciated for coming out with a budget that gives importance to youth empowerment.

Minister for Environment, Forest & Climate Change and Village Guards, CL John appreciated the 2023-24 Budget and stated that it is a people's budget which is transparent.
