The full text of the press release by the Nagaland Legislative Assembly on Petioning Assembly is as follows :

1. Under Rule 233 of the Rules of Procedure and Conduct of Business in the Nagaland Legislative Assembly the Committee on Petition of the Nagaland Legislative Assembly, 2020-2021 was constituted on 15th February, 2020 for a period of 1 (one) year under the Chairmanship of Dr. Chumben Murry, MLA with Committee Members (1) Shri. N. Thongwang Konyak, MLA and (2)  Shri. Pohwang Konyak, MLA (3) Shri. Eshak Konyak, MLA (4) Shri. Amenba Yaden, MLA (5) Shri. R. Khing, MLA and (6) Dr. Longrineken, MLA.

2. The Committee on Petitions at its Introductory meeting held on 2nd June, 2020 decided that individuals, Associations or Institutions who desires to prefer petitions relating to redressal of public grievances may send petitions in English or Nagamese duly signed by the petitioner/petitioners with date and countersigned by a Member of the Nagaland Legislative Assembly, addressed to the Commissioner Secretary, Assembly Secretariat Such petition may be sent to the Office of the Secretary, Nagaland Legislative Assembly.

3. Petitions should be in respectful and temperate language. Petitions may relate to:-

i) A bill which has been published under Rule 64 or which has been introduced in the House;

ii)  Any matter connected with the business pending before the House; and

iii)  Any matter of general public interest provided that it is not one:-

a)  which falls within the cognizance of a court of law having jurisdiction in any part of India or a court of   inquiry or a statutory tribunal or authority or a quasi judicial body or a Commission.

b) which should ordinarily be raised in Parliament or any other State Legislature.

c)   which can be raised on a substantive motion or resolution; or

d)  For which remedy is available under the law including rules, regulations, bye-laws made by the Central or State Government or an authority to whom power to make such rules, regulations etc is delegated.

4.         Anonymous petitions and petitions raising individual grievances or trivial matters are liable to be summarily rejected.

5.         Representations/petitions which falls in the following category will not be considered by the Committee but shall be filed on receipt in the Committee on Petition  Branch, Assembly Secretariat :-

(i)         Anonymous letter or letters in which names or addresses of senders are not given or are illegible; and

(ii)        Endorsement copies of letters addressed to the authorities or other officers in the Assembly Secretariat other than the Speaker or the House unless there is specific request on such a copy praying for redress of the grievances.
