On the first day of the Seventh Session of the 14th NLA held at NLA Hall, Kohima on September 2, 2025, Deputy Chief Minister and Minister-in-charge of Home and Border Affairs, Y. Patton, while replying to a starred question raised by MLA, Achumbemo Kikon on the issue of PAP and border fencing, said that the Ministry of Home Affairs have reimposed the Protected Area Permit in Manipur, Mizoram and Nagaland with effect from December 17, 2024 due to security concerns in the border areas of the states. He also informed the house that as of today, there is no report of an active fencing along the 215 km stretch of the India- Myanmar border in the State. Chief Minister, Dr. Neiphiu Rio on the question of FMR, reiterated the Cabinet's decision in opposing PAP and FMR. He said that during a meeting with the Union Home Minister, he conveyed the decision taken by the State Government and said that he is hopeful that the Government of India will review the demands of the state.

Responding to the question on the status of PMGSY Package-3 asked by MLA, Nuklutoshi, Minister for Roads & Bridges, G. Kaito Aye informed the house that physical progress of PMGSY Package-3 is 17% and financial progress is 6%. He also stated that the timeline for the projects have been extended to March 2026 by the Ministry of Rural Development. Kaito mentioned that the reason for the delay is the non payment of contractor bills since the Online Management Monitoring and Accounting System (OMMAS) was locked by the Ministry for 1 year from March 2024 to March 2025. MLA, Kuzholuzo Nienu, while raising a question on the issue of reservation and the number of employees in the State (tribe-wise), he said that he supported the review of the Reservation policy but opposed the agitation associated with it. He noted that the number of employees in the State Government is not proportionate to its population. He suggested the competent authority come up with total population of all tribes, collect data on the number of employees from all departments and to determine whether number of employees is proportionate to its population.
