The Chief Minister, Dr. Neiphiu Rio gave his concluding remarks at the Seventh Session of the 14th NLA at Nagaland Legislative Assembly, Kohima on 4th September 2025.

CM, Rio began by extending gratitude to all the members who spoke at the assembly for initiating discussions so as to bring pertaining issues in the state to the forefront. He stated that it is of utmost importance that all MLAs are concerned with the rights of the indigenous people of the state and dedicated to performing their duties

Dr. Rio quoted the Bengal Eastern Frontier Regulations, 1873 and Article 371A of the Indian Constitution, stating that these legal provisions have been instrumental in protecting the culture, tradition and practices of the Nagas.

In regard to the Reservation Policy discussion brought about by MLA, Dr. Tseilhoutuo Rhutso, the CM stated that it is of much necessity to deliberate on the issue and bring maximum justice to meritocracy and bring the weaker section at a level playing field at the same time. Rio also informed that a committee has already been formed by the state government which is very much receptive to any issues that are brought by the people.

Referencing Census 2027, he stressed on all sections of society coming together for its successful conduction. Dr. Rio also spoke on the importance of enumeration of the four tribes namely Kuki, Kachari, Garo and Mikhir so as to be recognized as a Non-Naga Indigenous Inhabitants of the state. The CM also suggested creating an online application with the database of all immigrants in the state for easy accessibility to the authorities and citizens alike to help the government in curbing the issue of illegal immigration.

He concluded by stating that all stakeholders of the society should work together to occupy as much space in all avenues that contribute to the state’s economy so that there is natural outward shifting of the illegal migrants without having to use much manpower in forceful evictio
