The Nagaland Police Officers Mess at New Police Reserve, Phesema, Kohima was inaugurated by the Chief Minister, Dr. Neiphui Rio on 12th December 2025.

Speaking at the Police conference hall, Dr. Rio said that it is a significant milestone in the progress and development of the state police department. He said the old officers’ mess (Hill type) was constructed in 1981, had served generations to the officers faithfully for 42 long years. Recognizing the deteriorating structure, the government took a timely and visionary decision to dismantle the old structure and construct a new three-storied RCC building at the New Reserve, Phesema was an initiative aimed at providing our officers with dignity, comfort and facilities they truly deserve, Rio said. He informed that with the initiative of the Government of Nagaland, funds for this project were graciously sanctioned by the central government under Part-1 of the Special Assistance to States for capital investment (SASCI) 203-24.

Dr. Rio encouraged all officers to make meaningful use of the space for greater efficiency, camaraderie, and well-being. He further said that beyond serving as an officers mess, this building also holds the potential to host various programme and official engagement whenever requirement. 

He urged the Police officers to continue their journey of service with renewed vigour, discipline, and determination. Rio said this new facility provided will be a reminder of trust placed upon the Police officers and served as an inspiration to strive for excellence in every duty they undertake. He also called upon the officers to bring greater pride, honour and laurels to the state, and encouraged them to move forward with unity, integrity, and unwavering dedication while service the Government. Rio also thanked Home Minister Y. Patton for his initiative in taking the responsibility to construct the Police officers’ mess.

In a brief technical report, the Chief Engineer Police Project, Er. K.Imnajungba Jamir said the upgradation of the Police officers’ mess at Phesema, was constructed under the Special Assistance to State for Capital Investment (SASCI), and underlined that the aim of this project is to provide a functional comfortable and secure facility including dinning, recreation and accommodation with established engineering standards, safety norms with provision such as fire equipment and guidelines. He informed that the building has plinth area of 5,767 square feet with a total floor of 17,375 square feet. The total project cost stands at 7,02,87,000,00 funded under SASCI, which was sanctioned part wise. The work was awarded to M/S Guolhoulie Rio & sons. 

During the program, the Nagaland Police Mess Reservation App was also launched and handed over the pension payment orders (PPOs) to 39 retired police personal & group team insurance benefits to nominees under the Police salary package (PSP) in the presence of the Minister for Roads and Bridge, G. Kaito Aye; Minister for Housing, P. Bashangmongba Chang; Adviser for Agriculture, MhathungYanthan; Accountant General Nagaland, Arun Ahluwalia; Home Commissioner & Principal Secretary to CM, Abhijit Sinha, IAS; Senior Police officers and SBI officials.

Speaking on the occasion, Accountant General Nagaland, Arun Ahluwalia, IA & AS said the inauguration of the Police Officers’ Mess at Phesama reflects the State’s commitment to enhancing the well-being and morale of the police force. He said that the handing over of Pension Payment Orders to the retiring officers symbolises the State’s recognition of their dedication, courage and long years of service. Congratulating all the pensioners receiving their PPOs, he said their contributions have strengthened Nagaland’s internal security architecture. He mentioned that as institutions of governance, it is our responsibility to ensure that your transition into retired life is dignified, timely and completely free of procedural uncertainty. 

Arun also acknowledged the Chief Minister for his noble initiate in transforming the state with focus on digital public infrastructure, outcome-oriented governance and systemic reforms creating an enabling environment for institutional transformation.

Highlighting on Digital Integration of Pension and GPF Workflows in the state, Arun said Nagaland is progressing towards a unified, end-to-end digital entitlement ecosystem, Citizen-Centric Interfaces & AI-Augmented Governance and Performance Momentum & becoming fully current in pension case.

 Arun also informed that monthly settlement of pension cases has increased from around 300 in August 2025 to over 400 cases per month consistently. Our target is clear to ensure that AG Nagaland becomes and remains fully current in every pension case, every month, for every retiring employee, ensuring that authorisation is completed on or before the date of retirement for every eligible employee. This reflects optimise workflows with improved commitment to sustained service excellence, he added. 

 He also congratulated all pensioners receiving their PPOs at the event and commended the Police Department for its forward-leaning collaboration and acknowledged the strategic leadership of the Director General of Police in co-piloting a timeliness model that has enabled to stay absolutely current on Police pension authorisations.

In his welcome address, Director General of Police, Rupin Sharma, IPS informed the gathering that pending cases of pensions and gradually will be settle in the next six months targeting 91% pension cases.

Police Union Baptist Church (PUBC), Phesema, Pastor Rev. Vesotsu Rakho dedicated the Police officer’ mess building. The program was chaired by DIGP (Planning & Modernisation), Teisovise Metha, IPS and culminated with a vote of thanks pronounced by ADGP (Adm.) Renchamo Kikon, IPS.
