A two-day district-level training programme for district and charge officers on Census 2027 commenced at the Deputy Commissioner’s Conference Hall, Wokha, on April 20, 2026. The training is being conducted to equip officers with the necessary knowledge and skills for the upcoming census operations.
The programme began with a briefing, welcome address, and introductory session by Assistant Director, Census Operations Nagaland, Mhathung Rangthang. He delivered the first session on “Introduction to Census 2027,” covering the role of census functionaries, legal provisions, fund management, and publicity activities.
The second session was presented by Statistical Investigator, Vaibhav Sharma, who introduced the Census Management and Monitoring System (CMMS), explaining its modules, features, types of users, and user registration process. The third session was conducted by Statistical Investigator, Faujdar Singh Yadav, who provided both theory and demonstration on CMMS-HLO (House Listing and Housing Census Operation) management, HLBC (House Listing Block Creator), generation of appointment letters and ID cards, and layout map preparation.
The training will continue next day with multiple sessions. Census 2027 in Nagaland will be conducted in two phases. Phase 1, House Listing and Housing Census (HLO), will be held from June 16 to June 30, 2026, as a self-enumeration period, followed by house-to-house fieldwork from July 1 to July 30, 2026. This phase will provide data on housing conditions, amenities, and assets possessed by households, and will serve as the frame for Phase 2. Phase 2, Population Enumeration (PE), will be conducted in February 2027, with September 2026 reserved for snow-bound areas. A revisional round of five days for self-enumeration will also be undertaken. This phase will provide data on demographic, socio-cultural, and economic parameters, including migration and fertility characteristics of individuals from each household.
Officials emphasized that the training is crucial for ensuring accuracy, efficiency, and smooth execution of the census process, which remains one of the largest administrative exercises in the country.
