The "Dharti Aabha Janabhagidari" campaign under "Dharti Aabha Janjatiya Gram Utkarsh Abhiyaan" (DA-JGUA) was launched at the Multi-Purpose Building in Thahekhu Village, Dimapur, on 17th June 2025. The event was chaired by A. Nikato Wotsa, Legal Advisor, TVC.

In the programme, the keynote address was delivered by Dr. Tinojongshi Chang, Deputy Commissioner of Dimapur, who highlighted the government’s commitment towards empowering tribal communities and ensuring saturation of welfare schemes in tribal villages.

He said that the programme aims to cover village-to-village outreach initiatives and is being carried out across various districts of Nagaland further aiming to take welfare schemes and key services directly to the grassroots.

Addressing the gathering, the Deputy Commissioner of Dimapur expressed gratitude to all officers and departments involved. He stated that Dimapur’s successful execution of the earlier phase under the 'Viksit Bharat' banner has greatly supported the government’s vision and helped uphold the image of Nagaland at the national level.

He informed that seventeen line departments are actively participating in this massive awareness campaign, with a strong focus on door-to-door outreach. One of the central messages of the programme is to inform and encourage people to avail themselves of welfare schemes through proper documentation, most notably, the Aadhaar card, which has now become one of the most vital documents for accessing benefits under various government schemes, including the ongoing “Dharti Aaba Janabhagidaari Abhiyaan” initiative.

“The goal is to ensure 100% success in Dimapur again,” said the DC. “We are urging every household to participate and take full advantage of the services provided. Information must be shared among neighbours and communities so that no one is left behind.”

The programme which will last for 15 days of DA-JGUA campaign aims to ensure the holistic development of tribal communities by converging 17 central ministries for the saturation of basic individual entitlements and amenities. This includes Aadhaar registration, ration cards, health cards, insurance, pensions, scholarships, MGNREGA job cards, soil health cards, e-Shram cards, and more. This programme not only aims to boost public participation but also works as a platform for inclusive development and transparency at the grassroots level.

Additionally, the campaign ensures infrastructure and service delivery under schemes like PM Awas Yojana, Har Ghar Nal se Jal, Ayushman Bharat, Ujjwala Yojana, Digital India initiatives, skill development, forest rights recognition, and educational and healthcare access through mobile units and hostels. The initiative reflects the government’s vision of inclusive growth and empowerment, ensuring no tribal household is left behind.

The programme began with a welcome address by George Ayemi, Chairman of TVC and Kakheho yepthomi, Head GBs of TVC. The program also presented the success stories by the various beneficiaries under the different schemes.
