Chief Secretary, Nagaland, Dr. J. Alam in his address at hotel Japfii, Kohima on 5th July 2024, said that the guidelines ‘To support Persons U/S 39 Of POSCO Act, 2012’ should be adopted by the State concerned and be implemented at the earliest. He stressed that awareness of this ‘ACT’ are not so well known, but this kind of symposium helps us to learn, clearing our doubts and queries. He also complimented the Commission and the department for organising this kind symposium to create awareness and urged to further extend to the districts. He also requested all the stakeholders to sensitised everyone on child rights so that every child is protected and further advised that students in schools should also be sensitised about child rights.
Dr. Alam also complimented the Commission and the concerned Department and stated that the government will be fully supportive for this Act.
Chairman, NSCPCR, Alun Hangsing in his key note address mentioned that this commission was instituted in the year 2013 and since its inception, the commission is trying its best to create awareness from the grass root level. He emphasized on the importance of child rights and said that there are four pillars involved i.e, right to survival, right to protection, right to development and right to participation. He impressed that, ‘we are all stake holders and not only the department or the commission, every parents, brother and sister is a stakeholder’. He also added that, the government is taking keen interest to strengthen the commission for the child rights. Stated that the dream of every government is to build a vibrant society and for that children are the backbone of the nation, he said one needs to keep all those rights in the proper place so that children are given a conducive atmosphere. He also stressed on the importance of a ‘support person’ which plays a vital role for child rights. He urged the department that these guidelines should be implemented at the earliest to strengthen the Act.
Later, in the technical session, Secretary, Judicial Justice & Law, Y. Longkumer (NJS) spoke on the topic of ‘Victim Compensation and Roles of a support person’, Consultant – Legal Division, NCPCR, Anuj Saluja highlighted on the ‘Guidelines for support persons u/s 39 POCSO’.
