The Chief Secretary to the Government of Nagaland, Dr. J Alam, IAS graced the inaugural function of Mid-Career Training for Nagaland Civil Service Officers at Training Block ATI, Kohima on 16th July 2024.
Addressing the NCS Officers, Dr. J. Alam said only the most talented people come to the civil service through tough competition, and that civil service is not to earn money but to serve the people which are the fundamental objective. He said this training was the first of its kind after the entry level training that would help them develop new perspectives to look at things in a new systematic way that opens the mind to gain insights to solution.
Alam asserted that being the senior most officers in their place of posting, people look up to them for leadership, respect and appreciate them for their honesty, integrity and follow their orders, therefore he asked them to take pride in what they are doing. He also advised them to be proactive and innovative which can come from oneself or from the people through interactions that can also be used for the administrative purposes too.
He highlighted that a secretarial, is in the business of decision making that helps the government in decision making and drives the whole governances, it helps all the authorities to take decisions for the public service, welfare of the people, law and order and safety of the people. Therefore, he exhorted that if these skills are developed in the middle level then it will help a senior level officer to actually take decisions by themselves and would also help their subordinates and juniors in presenting their matters in files properly.
He also called upon the officers to focus on state cases for sustainable development (SDG) which is a kind of aggregation of whatever the government is doing to bring development to the people, and these goals are on different parameters and the performance of the state is assist on the inputs of various departments.
Being the backbone of the governance system, Alam said the government has a lot of hope in them and called upon them to give their best in whatever capacity they work, and also to documented the good works done, success stories in their place of posting so as to be recognize by the state government.
Deputy Secretary & Course Co-ordinator, Asalie Lese, NCS highlighted a brief overview of the training and said 28 NCS Officers in the rank of ADCs, Deputy Secretaries, ADCs, SDO (C) and EACs will be attaining in the 7-days training and 16 resource persons will cover topics relevant to Administrations. Secretary, P&AR Department and Director, ATI, Akunu S. Meyase, NCS who chaired the programme also pronounced the welcomed address.
