The monthly meeting of the SDPDB, Bhandari was held on 4th September at the
Conference hall of the Summer House-Cum-Guest House, Bhandari on 4.9.2024. MLA &
Chairman SDPDB Bhandari, Achumbemo Kikon who convened the meeting welcomed the
ADC, Bhandari, Longasen Lotha, SDO (C) Arhomo Yanthan and other officers who were newly
posted to Bhandari.
ADC & Vice Chairman, SDPDB Bhandari, Longasen  Lotha who chaired the meeting
review the last meeting's minutes.
Setting tone to the agendas of the day, MLA and Chairman, SDPDB, Kikon stated that
CRPF stationed within the Disturbed Area Belt (DAB) as neutral forces, were supposed to look
after the security aspect of the people without fear, favour or partiality towards any particular
state.
He however stated that, notwithstanding established agreement that came into force as
early as the year 1972, it is objectionable that Police from Assam side have put up barricades
which were being manned with the presence of some CRPF personnel. Registering a strong
protest over the matter, the house demanded those barricades be removed and frisking of local
public commuters be stopped immediately.
He also urged the border Magistrates of Merapani and Uriamghat to oversee what
measures should be taken to assert neutrality on both sides of the states' border, further
reiterating that barricades put up by the Assam Police should be removed at the earliest as the
state forces must act within the Parameter of the established agreement.
During deliberation hours the house resolved that Bhandari sub division, being a major fish
farming pocket and major supply force to Wokha district and beyond and yet, not having a
Fishery department, the board recommended for creation of Sub Divisional Fishery Office for
the sub division.
With regard to the on-going PMGSY Road L-025 to Sungha village, the Chairman said
that he will convene a meeting with concerned department and contractors to ensure work quality
and completion on stipulated time. He also pressed the PWD R&B to expedite survey work
along the Foothill road so that finalization of DPR may be done and work commencement would
follow suit on timeline.
On the issue of revenue collection under power department, Bhandari the house
emphasised that public should be sensitized on disadvantages of Single Point Metering (SPM)
system under communitization programme since it is deterrent to revenue. JE Power, Bhandari,
who stressed on additional requirement of transformers and linesmen had also highlighted on the
need to have a streamlined and systematic billing system for the sub-division. The house further

deliberated on the matter of installation of the 1.6 MVA Power Transformer to Merapani, on
priority basis stating that it has been a long felt need of the area.
During the review of works carried out by the departments in the aspirational bloc of
Yanmhon village areas, CDPO Bhandari informed that Phoshan months were conducted that
include upgradation and construction of Anganwadi centres in selected villages.
Chief Medical Officer, CHC, Bhandari informed that generation of health care cards
under CMHIS scheme, conducting village health nutrition days on alternate months and
beneficiary Identification drive by visiting the villages by health care workers, etc have been
carried out to deliver health care services to the grass root level.
The Agricultural Department informed that Livestock such as piglets were distributed to
the villagers under rain fed area development as part of the aspirational bloc initiative.
The chairman reiterated that while education, health and road sectors remain the main
focus for development, he sought that all departmental officers should utilize fund allotted to
them resourcefully with prudence.
On the same day, Achumbemo Kikon also inaugurated Government Primary School
(GPS) at Mongphio Village which was constructed under Samagra Shiksha, Nagaland.
