The Committee on Petition (2025-26) of the Nagaland Legislative Assembly held its first sitting on 19th May, 2025 in the C. Chongshen Committee Room of the Assembly Secretariat under the Chairmanship of Benei M. Lamthiu, MLA.

The Committee on Petition of the Nagaland Legislative Assembly for the year 2025-26 was constituted on 8th March,2025 under Rule 233 of Rules of Procedure and Conduct of Business in the Nagaland Legislative Assembly headed by Benei M. Lamthiu as Chairperson, while the members consist of Tongpang Ozukum, Dr. Kekhrielhoulie Yhome, Namri Nchang, A Pongshi Phom, B. Bangtick Phom and C. Manpon Konyak.

During the meeting, Benei M. Lamthiu, Chairman of the Committee drew the attention of the Members to the powers and functions of the Committee. He briefed the Members that the mandate of the Committee on Petition is to examine every petition referred to it and if the petition complies with the Rules, the Committee may direct that the petition may be circulated, where however, circulation of petition has not been directed by the Committee, the Speaker may at any time direct that petition be circulated. The Committee report to the House its findings on specific complaints made in the petitions referred to it after taking such evidence as it deems fit and suggest remedial measures either in a concrete form applicable to the case under review or prevent recurrence of such cases in future.

Provided that representation /petitions which falls in the following category will not be considered by the Committee but shall be filed on receipt in the Committee Branch, Assembly Secretariat.

(a) Anonymous letter/letters in which names or addresses of senders are not given or are illegible.

(b) Endorsement copies of letters addressed to the authorities or other officers in the Assembly Secretariat other than the Speaker or the House unless there is specific request on such a copy praying for redress of the grievances.

Any individual, Associations or Institution who desires to prefer petitions relating to redressal of public grievances may send petitions in English or Nagamese duly signed by the petitioner/petitioners with date and countersigned by a Member of the Nagaland Legislative Assembly, addressed to the Secretary, Assembly Secretariat.

Petition may relate to - A bill which has been published under Rule 64 or which has been introduced in the House. Any matter connected with business pending before the House, and any matter of General public interest provided that it is not one:

(a). Which falls within the cognizance of a court of law having jurisdiction in any part of India or a court of inquiry or statutory tribunal or authority or a Quasi Judicial body or a Commission.

(b). Which should ordinarily be raised in Parliament or any other State Legislature.

(c). Which can be raised on a substantive motion or resolution or

(d). For which remedy is available under the Law including rules, regulation, by-laws made by the Central or State Government or authority to whom power to make such rules, regulation etc is delegated.
