Principal Secretary and Development Commissioner, Y. Kikheto Sema, IAS, accompanied by Deputy Development Commissioner, Imlikokba and other officials inspected Library-cum-Museum and Dikhu Bridge- Amguri Road projects in Mokokchung on 5th October 2026.
During his inspection, he said the Library-cum-Museum at Ungma village was constructed under the North Eastern Council (NEC). The project, sanctioned in April 2017 at a cost of ₹4.21 crore, was completed in November 2024. Sema stated that NEC has released ₹3.55 crore, while the State share of ₹42.07 lakh was released, clearing all liabilities.
He further stated that the claim of ₹12.55 lakh towards GST reimbursement was under consideration in the Finance Department and the additional requirement of ₹63.30 lakh for library resources, museum display units, furnishing and other installations for operationalization of the facility, he stated that the proposal, recommended by the State Level Empowered Committee (SLEC), was submitted to NEC for consideration.
If approved, Sema suggested the additional funding should be utilised to develop the interiors with a strong traditional character, reflecting the heritage, architecture and cultural identity of the area. He emphasised that the facility should serve the people, particularly students from Ungma and beyond, and called for active community participation in its maintenance and sustainability.
Describing Ungma as one of the iconic villages of Nagaland, he encouraged the village council to extend its community and charitable initiatives beyond the village to support communities and villages that are comparatively less developed.
Later, Sema also inspected the Dikhu Bridge-Amguri Road under NESIDS (Roads). The 17.155-km road stretch was sanctioned on 5th August 2019 at a cost of ₹59.77 crore, with the full sanctioned amount released by the Ministry of DoNER and executed by M/s TTC_ANK_JV. The project was completed on 13th May 2025, achieving 100% physical and financial progress, and is presently under maintenance up to May 2029, he said.
After inspecting the entire stretch, Sema found the workmanship satisfactory. However, landslides were observed at three locations. Therefore, he directed the contractor to clear the landslides during the working season and construct suitable retaining structures using rock boulders and wire mesh to strengthen the affected stretches.
The Planning & Transformation Department, the nodal department for the Ministry of Development of North Eastern Region (MDoNER) and the North Eastern Council (NEC) in the state, was directed by the Ministry to inspect projects in all districts to ensure quality works, proper implementation and timely completion. As such Mokokchung was the first district to be covered under this inspection initiative, following which important projects in all other districts will also be inspected. Sema said.
He further highlighted that Mokokchung is the top-performing district in Nagaland in terms of SDG performance and ranks 4th among 121 districts in the North Eastern States, underscoring the district’s strong development performance.
