Deputy Commissioner Kohima and Chairman District Task Force Kohima, Gregory Thejawelie has informed that in pursuance to Order No. NSDMA-ER-COVID-19/301/2020/(PT II) Dated 3rd May 2021 and Addendum No NSDMA-ER-COVID-19-301/2020/5291 dated 4th May 2021 issued by the Home Department, Nagaland, the following directives are hereby issued for strict compliance by all concerned in the following areas in Kohima District are notified as Containment Zones.
- All wards falling under the Kohima Municipal Council
- All colonies falling under the New Capital Complex.
A. The following are the list of PERMITTED ACTIVITIES
I. EMERGENCIES/OTHER ACTIVITIES:
- All healthcare facilities including animal healthcare, hospitals, clinics, nursing homes and movement of healthcare workers.
- All pharmacies, including those selling veterinary medicines.
- All establishments and personnel relating to electronic & print media, telecom and Internet Service providers.
- All persons going for COVID-19 vaccination, COVID testing and medical emergencies.
- Construction Activities.
- Agri and Allied Activities.
II. OFFICES:
- All Officers and staff working in District Administration, Police, Security Forces, Fire & Emergency Services, Home Department, Medical, Postal services, NIC, NSDMA, Home Guards & Civil Defence, SDRF, Power, PHED, Food & Civil Supplies, Finance, Treasury & Accounts, Banks/ATMs, IT & C, DIPR, AIR & Doordarshan, Kohima Municipal Council, Social Welfare including Sakhi- One Stop Centre/ Women Helpline, Child Protection Services & Anganwadi Services, Guwahati High Court Kohima Bench and District Courts, Prisons shall continue to operate as per the current arrangements.
- The Administrative Heads of Departments/ Heads of Departments/Heads of Offices shall form a core group of officers/staff in their respective departments to attend to urgent and essential matters including court cases who shall attend office. All Government employees should be available on call.
(All are advised to carry and produce the Government Employment ID Cards)
III. SHOPS/MARKETS/OTHER ACTIVITIES:
- All vegetable, fish/meat vendors, milk booths, grocery stores including animal feed shops may remain open from 6 AM to 2 PM. (KMC will work out an arrangement of opening only 50% of the shops in BOC Market, High School area Market etc. to be notified soon)
- Petrol Pumps shall remain open.
- Hotels for lodging shall be allowed to remain open with minimum staff.
- Restaurants shall remain closed for in-house dining. The restaurants may cater to take away or home delivery.
- Small, Stand alone shops of only essential commodities within the colonies may remain open from 6 AM to 2 PM and will be regulated by the respective wards/colony authorities.
- LPG Services including delivery, distribution and transportation.
- Private Water Tanker/Carriers
- Courier Services.
- Food Delivery Service providers and groceries delivery service providers.
- All other activities/business establishments are to remain shut.
IV. MOVEMENT OF PERSONS/VEHICLES:
- Movement of private passenger vehicles and two wheelers (with no pillion rider) are allowed to ply on ODD-EVEN system, with an occupancy of 50% .Movement of such vehicles will be allowed only for the Permitted Activities as listed in this order.
- Public transport vehicles like buses & taxis shall ply with occupancy of 50% with a maximum limit of 25% of such vehicles in the district. (Arrangements will be made by the RTO, Kohima)
V. INTER DISTRICT MOVEMENTS
- Every inbound traveler/returnee on arrival will be required to produce a negative RT--PCR/TrueNat/CBNAAT test report for COVID-19 with the test done not earlier than 72 (seventy two) hours prior to entry into the state and such persons will be further required to remain in self isolation/quarantine for 7 (seven) days. In other cases, the person concerned after entry will be required to self isolate/quarantine for 10 (ten) days. In addition, the person concerned will have to comply with Revised Standard Operation Procedure (SOP) for returnees and travelers entering Nagaland issued separately (as per Order No.NSDMA-ER-COVID-19-301/2020(Part-II) Dated 29/4/2021).
- All inbound traveler/returnee will enter the district only through the notified check gates viz, Khuzama, Phesama, Peducha, Keyake Check gate, 10IRB Check gate Zhadima &Tseminyu.
- All inbound traveler/returnee will compulsorily register their names and other details at the check gates for reporting to the District Surveillance Team.
- All inbound traveler/returnee from outside the State will be required to produce their ‘Self Declaration Form’ available on https://covid19.nagaland.gov.in at the Entry Points of the District.
B -PROHIBITED ACTIVITIES
I. PUBLIC GATHERINGS:
- All social, political, sports, academic, cultural and religious gatherings are PROHIBITED.
- Solemnization of wedding with not more than 50 persons is permitted with prior permission of the Deputy Commissioner.
- Funeral Service is permitted with not more than 20 persons.
- All other activities not mentioned in the above listed permitted activities are strictly prohibited.
All residents of the Containment zones are directed to observe COVID-19 appropriate behaviour and avoid non-essential movements.
All the permitted Activities are to be observed with strict COVID-19 protocol and SOPs.
This order shall come into force with effect from 7:00 PM of 5th May 2021 for a period of 7 (seven) days only.
Any person violating this order will be liable to be prosecuted against as per the relevant section of the Disaster Management Act 2005, besides actions under section 188 of IPC and other legal provisions as applicable.
