There are approximately 38 crore workers in the unorganised sector in India. The Ministry of Labour & Employment is creating a database of these unorganised workers through a national Portal. Every unorganised worker will be issued an identity card that will be having a unique identification number of the worker. The aim of the Ministry is to implement social security & welfare schemes on the basis of this database. This database will also help the government in policy and program making for the unorganised workers.
In view of the above, Deputy Commissioner Phek, Razouvolie Dozo has informed that for on-boarding of unorganised workers in the village level, all Village Council Chairman's and VDB Secretaries are requested to identify and mobilise the workers in their jurisdiction for enrolment to e-Shram portal. The detail of which are as given below. 
Who can register in the e-SHRAM Portal ?
⦁    Worker's age should be between 16-59 years
⦁    He/she should not be an income tax payer or a member of EPFO & ESIC and Government Servant.
⦁    Any worker who is working in unorganised sector for example:
Migrant worker, agriculture worker, MGNREGA worker, ASHA worker, Anganwadi worker, self- help group, street vendor, traders, taxi drivers, domestic worker can register in this portal. In short, any self-employed, home- based worker or wage worker can register.

⦁    e-Shram card received after registration will be accepted across the country
⦁    Social Security Schemes will be delivered through e-SHRAM portal
⦁    Helpful for Central and State Government while providing assistance during calamities/pandemic like COVID-19.
⦁    This national database would become the national platform to provide access to unorganised workers for getting any social security schemes or employment schemes and its benefits administered by the various Ministries/ Departments.

⦁    Mobile number * * Aadhaar linked preferred* *
⦁    Bank Account Number with 1FSC code.

⦁    Self-registration by visiting the e-SHRAM portal ⦁    www.eshram.gov.in
⦁    By visiting the nearest CSC in case mobile number is not link with Aadhaar.
