Business Association of Nagas (BAN) in collaboration with the Deputy Commissioner, Dimapur and Commissioner of Police, Dimapur, organised a symposium on surveillance implementation at Dimapur on the theme "Securing Dimapur: A Joint Endeavour" at Rhododendron Hall, Police Complex, Chumoukedima on 19th July 2025.
Director General of Police, Nagaland, Rubin Sharma, while addressing the gathering, said that security is the collective effort of all the concerned citizens and urged all the NGOs, Civil Societies and BAN to come forward for the successful implementation of this new pilot project.
Sharma, while briefing on the project, stated that this new surveillance called Automatic Number Plate Reading Cameras, which is equipped with Artificial Intelligence (AI), will help the police forces to immediately identify the vehicle and the culprits and request all the responsible citizens to come forward, especially in procuring the CCTV cameras for Dimapur city.
In regard to the requirement of CCTV cameras, Sharma said atleast 10k surveillance cameras is needed for Dimapur alone where no government of the day can afford to provide such huge quantity and here the role of the concern citizens and associations is required, in this regard Sharma also stated that the police department have already approach few departments for the project. DGP stressed the importance of the integration of the surveillance system into one umbrella.
BAN President, while delivering the welcome address, stated that safety is the foundation of development, and this symposium is the journey towards building a smarter, safer and more responsive city through the strategic implementation of a surveillance system.
DIG CID, while presenting a live demo of the pilot project, said that the new surveillance system will help integrate with the transport department, where the owner of the vehicle registration numbers, contact numbers, driving licence and all the details of the vehicle will be detected immediately.
Panel presentations were also delivered by Deputy Commisioner, Dimapur, Dr. Tinojongshi Chang, NCS, Deputy Commissioner, Chumoukidima, Polan John, NCS, Commissioner of Police, Dimapur, Kevithuto Sophie, IPS, Urban Development & Municipal Affairs, Bar Association and BAN. Members from DCCI and the East Dimapur Business Association also delivered their community perspectives.
The meeting adopted a City Surveillance Implementation Project for Dimapur, covering high-priority zones such as commercial districts, traffic intersections, municipal service corridors, public transport hubs, government installations, and vulnerable urban pockets. It plans to implement this project under a Public-Private Partnership (PPP) model, leveraging private sector capital, technology, and operational expertise under strong public sector governance, regulation, and oversight. It adopted the resolution to also establish a Multi-Stakeholder Task Force, consisting of representatives from the Home Department and Police Department, the Urban Development and Power Departments, the Deputy Commissioner's Office, the Municipal Body, the Industry Body and Civil Society. It stated that a 15-day time frame was for the implementation of the project.
