The Third day of the fifth session of the thirteen assembly began with starred question on 10th February 2020.

            Deputy speaker Y Patton answering to the starred questioned raised by Dr. Chotisuh Sazo MLA on the ILP defaulters detected and action taken under BERF 1873 in Dimapur said that a total of 28 ILP defaulters were detected and 6 defaulters were registered and forwarded to the court for further necessary action. He added that 8 defaulters without any documents were fined Rs. 500 each and deported to Assam and further 14 defaulters were fined Rs. 500 each and ILP were issued to them.

            Replying to the question of MLA Moatoshi Longkumer on the sanctioned amount and total length road 4 lane road construction from Dimapur to Chumoukedima up to Patkai Bridge said that Rs. 369.96 crore is the amount sectioned and 12.9km is the total length of the road.

            Also replying to the query of the 2 lane road from Golaghat gate to Zion hospital said that the total amount sanctioned was Rs. 26.90 and length is 2.9 km. He also said that sanctioned was accorded for widening the 4 lane and reconstruction of 2 lane and that work was on progress and had further requested to the Ministry for 8 months extension. Minister RD Metsubo Jamir replying to the question on the total number of job card holders under MGNREGA program in the state and block wise transaction done so far from 2018- 2020 on which he replied that 4,36,000 are registered in the program and that payment is done online thought NREGA-soft eFMS.

            State Deputy Chief Minister Y Patton, who is also Minister in-charge of National highway, replying to the starred questioned raised by MLA Vikheho Swu on the progress, work allotment and completion date on capital road, bypass from Nuiland to Kohima said that progress so far on package -1, package -2, package -3 are 13%, 55% and 32% and that the work was allotted to M/s Vilelie Khamo & sons and M/s Coal Mines associated Traders pvt Ltd. He further said that work should be completed by March –April 2020 but the department concerned have requested the Ministry for extension till March 2021. The leader of Opposition TR Zeliang and Imkong L. Imchen also raised supplementary questions to the minster in charge on the ongoing 4 lane road on which the minister said that an enquiry committee will be set up for further necessary action to be taken.

            In another starred question raised by MLA Chotisuh Sazo, on the total amount received by the State from the Japan International Co-operation Agency, the State share released to the Department till date and the activities being taken up. Minister in charge of Environment, Forest & Climate Change C. M. Chang said that Rs. 25.59 Cr. has been released through the Government of India, with Rs. 17.15 Cr. of State share released till date. He added that in Batch І villages (31) nursery, entry point activities, water harvesting structures, advance works and in Batch II village (63) selection and pre informed consent activities are being undertaken.

            Minister for Higher & Technical Education, Tribal Affairs Temjen Imna Along tabled a statement in fulfillment of the assurance given on the floor of the House in reply to supplementary starred question raised by Yitachu, MLA regarding total fund allocation for sports activities in the School.
