Additional Deputy Commissioner, Pfutsero in an order stated that in pursuant to the directive from the Deputy Commissioner, Phek vide NO.DCPK/DEV/COVID-19/1/2020 (PT-3)/ 284 dated Phek, the 13th of May, 2021, in order to contain the spread of COVID-19 in the sub-division, TOTAL LOCKDOWN is hereby notified w.e.f. 06:00 PM on the 14th of May, 2021 to 21st of May, 2021.
Therefore, the following orders are issued for strict compliance in the interest of public health and safety.
1. All activities and movement of person(s) shall be suspended during the lockdown period except the following permitted activities:
- Movement of vehicles carrying essential commodities/food items and medical supplies including oxygen cylinders and other medical equipments.
- All healthcare facilities, pharmacies, hospitals, clinics, nursing homes, movement of healthcare workers including those for animal healthcare, COVID-19 vaccination, COVID-19 testing and medical emergencies. iii. All officers and staff working in the District Administration, Police, Security Forces, Fire & Emergency Services, Medical, Postal Services, NIC, DDMA, Home Guards & Civil Defence, SDRF, Power, PHED, Food & Civil Supplies, Treasury and Accounts, Banks/ATMS, IPR, Social Welfare including Sakhi One Stop Centre, Women Helpline, Child Protection Services, Anganwadi Services, LPG Services including transportation, distribution & delivery, private water tanker/carriers, Prison and related services, Courier Services & Town Council Services like cleaning and Sanitation.
- Agriculture and allied activities and ongoing construction works will be allowed subject to the contractor/owner ensuring adherence to COVID-19 appropriate behaviours. The Block Level Task Force shall ensure that laborers already at the site are engaged and no new laborers are brought from outside. Further, transportation to and from the camp to the work site shall be arranged by the concerned contractor/owner. v. Petrol Pumps shall remain open, while ensuring there is no crowding.
- vi. All establishments and personnel relating to electronic and print media, telecom/internet service providers.
- vii. The timing for opening of vegetable, fish/meat vendors, milk booths, bakeries, local grocery stores, including those that sell animal feed shops for public purchase is from 06:00 AM to 12:00 Noon ensuring COVID-19 appropriate behaviour. One person per family for essential shopping shall be allowed. Public are advised to shop their essential needs from within their colony only. viii. Hotels for lodging shall be allowed to remain open with minimum staff. Further, restaurants/hotels shall remain closed for in-house dining. They may however cater through home delivery services. Food delivery, groceries delivery and other e-commerce service providers are allowed.
- ix. Funeral service shall be limited to not more than 20 persons.
2. All Places of mass gatherings shall be closed and all social/political/sports/entertainment/ academic/ cultural/ religious functions and other large congregations are barred, except for solemnization of weddings with prior permission of the Block Task Force limit to a maximum of 20 (Twenty) persons only.
3. Movement of all private and public transport vehicles shall be suspended except for medical emergencies with recommendation from MS/SMO/MO concerned with an occupancy of 50% and COVID-19 appropriate behaviour. All other cases shall require special permission from the Block Task Force.
However, government vehicles whose movement are required for the departments as mentioned above in serial number (iii) shall be allowed subject to production of valid ID cards on demand.
4. The movement of inter-state transit passengers shall continue to be allowed as per provisions of the Revised Standard Operating Procedure (SOP) for returnees and travelers entering Nagaland issued vide order NO.NSDMA-ER-COVID-19/368/2021/5274 dated 29th of May, 2021.
5. All the Heads of Offices and the core group of officers/staff in their respective departments will attend to urgent and essential matters including court cases. All other Government employees should be available on call.
6. Strict enforcement of these restrictions shall be ensured by the Block Task Force and strict checking shall be done at the entry points to prevent non-essential movement of people.
7. Any person/groups of persons acting in violation of this order shall be deemed to have committed an offence punishable under Section 188 of the Indian Penal Code and relevant provisions of the Disaster Management Act, 2005.
