A directive has been issued by Deputy Commissioner & Chairman, District Level Coordination Committee (DLCC), National Tobacco Control Programme, Kohima B. Henok Buchem, NCS on Strict Enforcement of COTPA 2003.

In compliance with the provisions of the Cigarettes and Other Tobacco Products Act (COTPA) 2003, the Office of the Deputy Commissioner, Kohima, has issued a circular directing all village councils, municipal/town wards, government departments, educational institutions, commercial establishments, and the general public to ensure strict adherence to key provisions of the Act.

Smoking is strictly prohibited in all public places, including but not limited to government offices, healthcare facilities, educational institutions, public transport, restaurants, and entertainment venues. Clear “No Smoking” signage must be prominently displayed in all such areas.

All forms of direct and indirect advertisement, promotion, and sponsorship of cigarettes and other tobacco products are strictly prohibited. This includes point-of-sale displays, hoardings, promotional events, and any other means of encouraging tobacco use.

The sale of cigarettes and other tobacco products to persons below the age of eighteen (18) years is strictly prohibited. Retailers are required to verify the age of purchasers.

Additionally, the sale of cigarettes and other tobacco products is banned within a radius of one hundred (100) meters from the outer boundary of any educational institution, including schools, colleges, and universities.

All concerned authorities have been directed to ensure strict implementation of the provisions of the COTPA Act 2003 within their respective jurisdictions. Any violations or difficulties in implementation are to be reported to the District Nodal Officer, District Tobacco Control Cell, Kohima.
