A one-day workshop on 'Institutionalizing Capacity Building: From Training to Performance Linked Governance' was held at the Administrative Training Institute (ATI), Nagaland, on 2nd May, 2026.
The keynote address was delivered by Additional Chief Secretary (Agriculture) and APC & Director General of ATI, V. Shashank Shekhar, IAS. In his address, he stressed the importance of governance being practical and citizen-centric, emphasizing that good governance is ultimately about action and tangible outcomes, not merely deliberation. Organized in collaboration with the Personnel and Administrative Reforms (P&AR) Department and the Capacity Building Commission (CBC), the workshop brought together Additional Heads of Departments (AHoDs) and Heads of Departments (HoDs) from 16 state departments.
The event was designed to engage departments that form part of the State Training Council and Apex Training Committee, as well as those running their own training institutions. Participants were invited to offer structured feedback on key themes, including the development of a unified framework for role focused and performance linked capacity building, the strengthening of training institutions, harnessing artificial intelligence and technology for personalized learning, and a fresh look at cadre training in states.
The feedback gathered will be compiled into a State Recommendation Report, which is expected to feed into discussions at the National Departmental Summit to be held at LBSNAA, Mussoorie, on May 15–16, 2026. The summit will be chaired by the Minister of State, Ministry of Personnel, Government of India.
The inaugural session was chaired by the Under Secretary of P&AR, Weku Zhiemi.
An overview of the State Capacity Building Architecture was presented by Livitoli Sukhalu, Deputy Secretary, P&AR, who also moderated the discussions that followed. Representatives from the Capacity Building Commission, Government of India, including Ranu Mukherjee, Advisor, CBC, and Maibam Warish, State Coordinator for CBC (Meghalaya, Manipur and Nagaland) participated in the discussions and interacted with attendees.
