A press conference with the media fraternity on Nagaland Registration of Births & Deaths (Amendment) Rules, 2024 was held at the Directorate of Economics & Statistics on 21st January 2026.
Briefing the media personnel, Advisor for Economics & Statistics, IT&C and Evaluation, H. Sethrongkyu Sangtam stated that Birth and Death are the two most important vital events that define life of an individual that describe the legal existence of an individual, and registration of these events is a primary source of vital data of the population to which they belong.
He highlighted that Registration of Births & Deaths in the country is implemented under the Registration of Births & Deaths Act, 1969 (Amended in 2023) while in Nagaland it was amended in 2024 to meet the local requirements in the form of the Nagaland Registration of Births & Deaths (Amendment) Rules 1999.
He specified that there are 1474 registration centres in the State as on 31st December 2024. And out of this, 1447 are in the rural areas, while 27 are in the urban areas and illustrated that in the rural areas, registration unit has been set up in each recognized village of the State which are manned by a Teacher of Government Primary School/GMS as the Registrar of births & deaths for their concerned village. He also added that a registration unit is also set up in PHCs and CHCs, where the nursing In-charge acts as the Registrar of Births & Deaths. While in the Urban Areas, a Registration Unit has been set up in the Directorate of Economics & Statistics and in the offices of the District Registrar of births & deaths and in all the Government District Hospitals for registering all vital events occurring in Medical Institutions by the Nursing Superintendent.
Elaborating on the Registration of Births & Deaths (Amendment) Act 2023, the Advisor pointed that the Registration of Births and Deaths (RBD) Act 1969 has come into force throughout the country with effect from 1st October 2023, allowing the use of a birth certificate as the only document for admission to an education institute, issuance of a driving licence, preparation of voters list, Aadhaar registration, and registration of marriage or appointment to a government job and to create a national and state-level database of registered births and deaths. It is also the only document to prove the date and place of birth of a person born on or after 1st October, 2023 for various purposes.
Secretary, Economics & Statistics, Akunu S. Meyase, IAS also highlighted in details about the Registration Procedure of Birth & Death events as per the rules provided in the various sections of the Act by the Registrars concerned according to the Section 8 and 9 of the Registration of Birth and Deaths Act 1969 (amended in 2023). She also briefed about the Registration Procedure of Birth & Death events in urban and rural areas.
Director of Economics & Statistics, Neidilhou Angami, while briefing on the Online Civil Registration System said, the office of Registrar General of India (RGI) has developed uniform software for Registration of Births and Deaths through this software under the provisions of section 12/17 of RBD Act, 1969 (amended in 2023. And the certificates issued through the software are accessible at 'dc.crsorgi.gov.in', and have unique registration number to each registered event across the country. He added that these certificates are enabled with quick response (QR) code and the authenticity of the certificate can be verified from the website 'crsorgi.gov.in'.
He also mentioned that the Department has launched Online Registration of Birth & Death in Nagaland on 19th April 2022, and is implemented in all 11 District Headquarters including Directorate, and stated that all Registration units in the state will be digitized and switched to online registration system in phase manner. It informed that 889 registration units have been activated on the ORGI portal as on 31st October 2025, and the remaining registration units will be activated soon.
He stated that the Office of the Registrar General India has launched the revamped CRS portal on 13th May 2024 to facilitate real time registration of Births & Deaths to make the portal more users friendly, where general public can sign up and apply for Birth or Death certificates within 21 days of occurrence of the event through the website dc.crsorgi.gov.in. He further informed that births and deaths certificates will now be delivered electronically to the registered email id and mobile number of the parent or informant and all manual Birth & Death Certificates can be digitized.
